Leesburg, FL., 32757.<br />• Moss Bluff Lock & Dam (“Moss Bluff”), 16255 SE 96th Lane Rd., Ocklawaha, FL 32179<br />The locks provide for vessel passage along the Apopka-Beauclair Canal, Haynes Creek and the Ocklawaha River, respectively, and are controlled by upstream and downstream miter gates and slide<br />gates. The lock chambers’ approximate measurements are Apopka - 15 feet wide by 67 feet long;<br />Burrell – 28 feet wide by 74 feet long; and Moss Bluff - 30 feet wide by 154 feet long and all<br />locks provide a minimum estimated depth of six feet. They are operated seven days per week<br />during the hours specified in this Statement of Work.<br />The initial term for the awarded contract will expire on September 30, 2028. The estimated budget for the initial term of the project is $975,000. (October 1, 2025 – September 30, 2028). The awarded contract will include one, 24-month renewal term (October 1, 2028 – September 30, 2030). The estimated budget for the renewal term is not yet available.

Annual Civil Works Construction Contract 2025-2028

The objective of this contract is to provide water quality improvements, enhancement and restoration of various habitats and natural systems, flood protection and flood damage repairs and associated site work improvements to complement these features.<br />It is the District’s intention to award contracts with at least two (2) contractors under this Invitation For Bids. To date, the District has issued 46 work orders over the last three years for an estimated amount of $4.6 million with a range of work orders between $15,000 and $300,000. Under the new contract(s) issued, the District does not expect to issue work orders that exceed $300,000. If an award is made, each awarded contract shall be executed for a specified Completion Date (defined herein) for an initial term of approximately three years. The estimated total budget for all work over the initial term of all executed contract(s) is $4,000,000. The total estimated budget for the first fiscal year of these executed contracts is $1,300,000; however, the actual amount will vary depending on District needs. Funding is contingent upon the availability of funds for each fiscal year.<br />All work under the executed contracts shall be performed through Work Orders. There are two types of Work Orders (Type 1/Time and Materials and Type 2/Fixed Price). The District will determine the type of Work Order to be issued for each project. The Contractor shall provide all labor, equipment, and materials necessary to complete all tasks described in the Work Order. The District reserves the right to purchase and provide the Contractor with all or part of any materials or equipment to be incorporated in the work via direct purchase, independently of the Work Order. In addition, the District may supplement the Contractor’s workforce with District equipment/staff.<br />Prior to award of each Work Order, the selected Contractor shall, if requested, provide a written statement of availability of the equipment and labor necessary to perform the work identified. The District reserves the right to award each Work Order based on the ability to perform in a timely manner, availability of required equipment, cost of required equipment, past performance on similar work, availability of qualified staff, and other factors deemed critical to the performance of the Work.

The objective of this solicitation is to engage the professional services of an engineering firm to provide the design, permitting, and related services during bidding and construction for the Apopka-Beauclair Lock and Dam Expansion and Rehabilitation Project located in Lake County, Florida. The project includes preliminary data collection, alternatives analysis, design, permitting and services during bidding and construction for the Apopka-Beauclair Lock and Dam Expansion and Rehabilitation. The project will require multi-disciplinary expertise, including but not limited to: (1) geotechnical analyses and subsurface investigations, (2) land surveys and/or legal descriptions, (3) ecological surveys, (4) environmental evaluations (5) mitigation plans and reports, (6) operational planning, (7) engineering, (8) design, (9) federal, state, and local permitting, (10) bidding, and (11) construction management and/or inspection services. Information regarding the project can be found in Attachment A— Statement of Work included with this solicitation.<br /><br />The contract issued pursuant to this solicitation will expire on December 31, 2028. The budget for this Agreement is estimated to be $1,400,000, with the option to renew for one two-year term. All work will be accomplished through the issuance of Work Orders.
