<div style="text-align: center;">CITY OF TUSCALOOSA<br />ADVERTISEMENT FOR BIDS<br /> <br />Project Name: Runway 4-22 Extension <br />File Number: OCA-25-0173 Engineering Project Number: N/A </div> <br />Sealed Bid Proposals will be received by the City of Tuscaloosa, at the Council Chamber of City Hall, 2201 University Boulevard, on Thursday, October 16th, at 9:00 a.m. local time for this project, at which time bids will be opened and read.<br /> <br />Pre-Bid Conference: Attendance at the MANDATORY Pre-Bid Conference is required in order for a General Contractor to submit a bid on this Project. The Pre-Bid Conference will be held at the Tuscaloosa National Airport Terminal Building, 2nd Floor, 7601 R. Cardinal Airport Rd, on Wednesday, September 17, at 9:30 a.m. local time.<br /> <br />Project Scope: This project will include an approximate 1,102-foot extension of Runway 4-22, Taxiway A, and Taxiway B, along with associated site and storm drainage improvements and improvements to airport Navigational Aids (NAVAIDs), and airfield lighting and signage. The project will require up to 410,000 cubic yards of imported fill material on the 59-acre site for the construction of the runway and taxiway corridors and for build-up of the extended runway safety area (RSA) beyond the new Runway 4 end. Nearly 45,000 square yards of airfield pavement and over 12,600 square yards of perimeter vehicle service roadways will be constructed along with expansion of the airport’s perimeter security fence. <br />An intermittent stream traversing the site will be relocated and encapsulated in a triple 66-inch diameter reinforced concrete pipe culvert approximately 2,080 feet long with another 2,000-plus linear feet of storm drain collection pipes including 18-inch and 24-inch diameter reinforced concrete pipes 30-inch and 36-inch diameter equivalent concrete arch pipes. Other site utility improvements will include the realignment of over 1,600 linear feet of 16” diameter ductile iron water line, including 30-inch steel casing pipes where airfield pavements are crossed. Electrical primary power lines will be rerouted to serve the NAVAIDs for the new runway length. The rerouting of power to the NAVAIDs will require coordination with Alabama Power for over 2,200 linear feet of new overhead primary power lines and installation of duct banks for over 1,000 feet of underground primary power, 550 feet of which will be directionally drilled. <br />NAVAID improvements will include new locations for the installation of the airport’s glideslope antenna and medium-intensity approach light system with runway alignment indicator lights (MALS-R). Secondary power systems for the NAVAIDs will include 3,700 linear feet of duct banks, 500 feet of which will be directionally drilled, with associated secondary cabling of various sizes from No. 8 up to 350 kcmil. For edge lighting and signage along airfield pavements, 103 medium intensity taxiway lights (MITLs), 33 high intensity runway lights (HIRLs), and 16 new internally-lit airfield signs will be added, along with 19,100 linear feet of 5 kV airfield lighting cable in 15,100 linear feet of ducts.<br />Three versions of the base bid for the project are included, with two reductions to the effort described above. One reduction would be for the omission of the encapsulation of the intermittent stream in a culvert in favor of a rip-rap-lined channel around the perimeter of the site, increasing on-site cuts and reducing the net need for imported fill material to just over 374,000 cubic yards. The second reduction would be for the omission of paving, marking, lighting, and signage for the secondary parallel Taxiway B extension.<br />To any of the three optional base bids that could be awarded, a series of alternative bid schedule options may be added. One option will be for additional 30-inch diameter steel casing pipes beneath the airfield pavements in anticipation of future sanitary sewer force main expansion. A second option will be for full removal of existing runway markings beyond those necessary to reorient for the runway extension, application of an asphalt rejuvenator seal coat on the existing 6,500-foot by 150-foot runway, and reapplication of the runway markings. A third option will be for the installation of a replacement of the airport’s airfield lighting vault building with a new 24-foot by 14-foot precast concrete building, new primary power route and secondary power feed for the new vault building site, and demolition of the existing vault. Finally, a fourth option will be for the provision of an emergency backup power system for the new airfield lighting vault.<br /> <br />Award of the contract will be made within fifty (50) calendar days from the date of the bid opening.<br /> <br />Plans and Specifications: Plans and specifications and all related Contract Documents are open for public inspection at the office of the Tuscaloosa National Airport Director, Jeff Powell, C.M., located at 7601 R.
