<b>CITY OF ROGERS, ARKANSAS<br />ROGERS PED. IMPVTS. (TAP-19) (S) AND HWY. 94 SIDEWALKS (TAP-18) (S)<br />ADVERTISEMENT FOR BIDS</b><br />Sealed bids for Rogers Ped. Impvts. (TAP-19) (S) and Hwy. 94 Sidewalks (TAP-18) (S), to be constructed for the City of Rogers will be received at the City of Rogers Clerk’s Office, addressed to 301 W Chestnut Street, Rogers, AR 72756, until <b>2 P.M. on Tuesday, February 7th, 2023</b>, at which time the bids shall be publicly opened and read aloud in the City of Rogers Community Room. The envelope containing the bid should be marked “<b>Bid for ROGERS PED. IMPVTS. (TAP-19) (S) AND HWY. 94 SIDEWALKS (TAP-18) (S)”</b>. <br /><br />A pre-bid conference will not be scheduled. Bidders shall make such inspection and studies of the streets for the work as to familiarize themselves with all conditions to be encountered.<br /><br />The Rogers Ped. Impvts. (TAP-19) (S) project consists of pedestrian facility improvements for fourteen (14) elementary and middle schools located in the City of Rogers. This includes improvements to pavement marking and signage with approximately 900-ft of sidewalk extensions. The Hwy. 94 Sidewalks (TAP-18) (S) project consists of 3,500-ft of sidewalk and 2,500-ft of curb and gutter on Hwy. 94, 8th Street, as well as concrete flumes, roadway signage, and sodding. The southern limit is W. New Hope Road. The northern limit is E. Poplar Street.<br /> <br />Bids for Rogers Ped. Impvts. (TAP-19) (S) and Hwy. 94 Sidewalks (TAP-18) (S) will be received for a single prime contract with two bid schedules. Bids shall be on a unit price basis as indicated in the Bid Form.<br /> <br />Official bid documents can be downloaded, and electronic bids submitted at Central Bidding at https://www.centralauctionhouse.com/rfpc10664-city-of-rogers.html. Addendums to the bid package will be issued through the Central Bidding online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from Central Bidding in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.<br /> <br />The City of Rogers hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.<br /> <br />Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. For more information please refer to www.wdol.gov.<br /> <br />“Buy America” provisions apply to this project. The Arkansas State Highway and Transportation Department’s Standard Specifics Section 106 has requirements and restrictions for Buy America. Also, 23 CFR § 635.410 has all the federal requirements for Buy America.<br /> <br />The City of Rogers encourages all qualified small, minority-owned, and women-owned business enterprises to bid on and receive contracts for goods, services, and construction. Also, the City of Rogers encourages all general contractors to subcontract portions of their contract to qualified small, minority-owned, and women-owned business enterprises.<br /> <br />Bids shall be accompanied by a certified check, bank money order, or a Bid Bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions, in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to the City of Rogers.<br /> <br />The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.<br /> <br />Bids must remain in effect for 120 days after the bid opening date. Within 120 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.<br /> <br />The City of Rogers reserves the right to accept any bid, to reject any or all bids, or to waive any information in bids received where such acceptance, rejection, or waiver is considered to be in the best interest of the Owner. Proposals which fail to comply fully with any provision of the Project Manual and other Contract Documents may be considered invalid and may not receive consideration.<br /><br />

REQUEST FOR STATEMENT OF QUALIFICATIONS<br />PROFESSIONAL LAND SURVEYING, ENGINEERING SERVICES, LAND ACQUISITIONS AND MATERIAL TESTING<br />The City of Rogers is requesting Statements of Qualifications from firms who are interested in performing Land Surveying Services, Engineering Services, Land Acquisitions and Material Testing for the City of Rogers. Statement of Qualifications will also be considered for any Surveying, Engineering, Land Acquisition and Material Testing needed for Community Development Block Grant (CDBG) funding.<br />Engineering firms submitting for transportation and mobility design services shall provide documentation in the Statement of Qualifications that the proposed principal in charge plus staff work primarily on federal, state or municipal engineering projects. The City will prefer firms that specialize in government contracts, or if not, that ensure clear separation between civil and private divisions. Engineering firms should provide examples of excellent design following LID principles and NACTO standards. Selected firms will be expected to design sustainable infrastructure, complete streets and other mobility infrastructure assets, and environmentally and aesthetically sensitive stormwater systems. Demonstrated expertise in modern roundabout design is essential.<br />The City of Rogers is a diverse and welcoming community that values each of its citizens. Sealed bids for LIT VORTAC Relocation and Dopplerization, to be constructed for Little Rock Port Authority, LITTLE ROCK, ARKANSAS, will be received online in the Central Bidding online bid interface until 2 PM CST, Tuesday, January 31, 2023. Proposals will be downloaded and then posted on the bidding website the same day as the bid opening.<br /> <br />An Optional Pre-Bid Conference will be held at 2 PM CST on Tuesday, January 10, 2023. via Microsoft Teams Video Conference Call. Pre-Bid Conference attendance is optional for bidders on this project. The call-in information for the Pre-Bid Conference will be provided to plan holders via addendum. The project consists of the construction of a gravel storage area, asphalt drives, site lighting, cast-in-place gravel storage bins, and associated earthwork and electrical work. The total disturbed area is less than 1 acre.<br />All necessary work, materials and every item of construction shall be in accordance with the plans and contract documents developed by Rogers Water Utilities.
