Proposals will be received in accordance with instructions to proposers and the proposal form at the followings time. Proposals received after the specified closing time will be returned to sender unopened.
Each “Proposal Document", which includes the applicable Contract, Specifications and Exhibits, may be obtained at the office of the Executive Director, Lafayette Regional Airport, 222 Jet Ranger X Drive, Lafayette, LA 70508, (337) 266-4401, Monday through Friday, 8:00 p.m. - 4:30 p.m. Each interested party requesting a "Request for Proposals" document will be required to submit, to the Lafayette Airport Commission, a Fifty Dollar & no /100ths Dollar ($50.00) Non-refundable deposit, to cover the cost of reproduction. The Request for Proposals is also available online and proposals may also be submitted online at: https://www.centralauctionhouse.com.
Contractor may submit proposal online at: https://www.centralauctionhouse.com if contractor chooses to submit electronically; all other documents requested to be submitted with proposal shall be scanned fully and included with the proposal submission.
Each proposal must be accompanied by a bid security (Certified check, Cashier’s check or Bid Bond with Power of Attorney) for an amount equal to FIVE (5%) of the total proposal and all Alternates. MONEY ORDERS WILL NOT BE ACCEPTABLE. Such security to be not less than 5% of the net amount proposed, including taxes. If Bid Bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. No Bid Bond indicating an obligation less than five percent (5%) by any method is acceptable.
A mandatory Pre-proposal Conference is scheduled for Tuesday, January 15, 2019 at 9:00 a.m. @ the LAC Administration Office – 222 Jet Ranger X Drive, Lafayette, LA.
The Purpose of the Pre-proposal Conference is to familiarize Proposers with the requirements of the Project and the Intent of the Contract Documents, and to receive comments and information from interested Proposers. Any revision of the Proposal Documents made as a result of the Pre-proposal Conference shall not be valid unless included in an Addendum issued in accordance with the Instructions to Proposers. All interested Parties are encouraged to attend the mandatory Pre-proposal Conference.
It is the intent of the Lafayette Airport Commission (LAC) to create a level playing field on which Small Business Enterprises (SBEs) can compete fairly for opportunities. Accordingly, the LAC has established a Small Business Enterprise (SBE) and Disadvantaged Business Enterprises (DBE) Participation Goal of 3.66% for this solicitation and encourages proposers to make every effort to meet this goal.
Disadvantaged Business Enterprises are for-profit small business concerns that have 51% ownership and control by socially and economically disadvantaged individuals. LAC will accept DBE certifications from the Louisiana Department of Transportation and Development – Louisiana Unified Certification Program (LAUCP) - http://www.laucp.org/ucp/.
An SBE must meet the following criteria:
The firm MUST be at least 51% owned and controlled by an economically disadvantaged individual. Economically disadvantaged is defined as a person whose personal net worth is less than $1.32 million.
The economically disadvantaged owner MUST be a resident of Louisiana.
The firm MUST meet the Small Business Administration’s size standard and MUST NOT exceed $23.98 million gross receipts.
LAC will accept businesses certified as SBE by the Louisiana Department of Transportation and Development (LADOTD) Small Business Element (SBE) Program. SBE firms certified by the LADOTD can be found at http://www.laucp.org/UCP/UCPSearch.aspx.
LAC will also accept certified Small Entrepreneurs certified through the Louisiana Division of Administration (LDOA) - Louisiana Hudson Initiative Small Entrepreneurship Program. Small entrepreneurs certified through the LDOA Hudson Initiative can be found at https://www.doa.la.gov/Pages/osp/se/secv.aspx.
All proposers shall comply with the security requirements which includes but is not limited to written certification.
The owner reserves the right to reject any and all proposals. The Owner reserves the right to waive informalities to the extent permitted by law.
