Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with bid submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each bid package. Vendors should continue to carefully read and respond accordingly per the requirements of the bid packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. All bids will be publicly opened at the West Bank location and via teleconference at 2:30 p.m., by calling the following number:

Bids will be accepted through Central Bidding. Bids will be received until 2 p.m. The public bid opening and teleconference will begin at 2:30 p.m. on each bid opening date for the following project:
 
TWO (2) YEAR CONTRACT TO PROVIDE A FULLY FUNCTIONAL DIGITAL CLOUD BASED/ONLINE AUCTIONEERING SERVICES FOR VARIOUS JEFFERSON PARISH OWNED EQUIPMENT FOR THE JEFFERSON PARISH DEPARTMENT OF GENERAL SERVICES SURPLUS DIVISION
 
Each bid must be accompanied by a surety bid bond in the amount of 5% of the total bid amount WHEN INDICATED IN THE SPECIFICATIONS. Vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.

QUESTIONS 1) The first bullet point under Section 6.0 references "Provide...transportation." What transportation might be required of the contractor under the contract and transportation of what, from where to where and performing what tasks? 2) Under the Comprehensive Automobile Liability, reference is made to "an automobile insurance declaration affidavit. Where might a proposer such an affidavit? Does Jefferson Parish have such an affidavit form or wording? If not, where might one be obtained?
