SECTION 592 WATERLINE IMPROVEMENTS
Separate sealed bids for the SECTION 592 WATERLINE IMPROVEMENTS, will be received by the City of Vicksburg, Mississippi at the office of the City Clerk located at 1401 Walnut Street, Vicksburg, Mississippi, until 9:00 A .M. (Central Time), on September 10, 2019 and then publicly opened and read aloud at the meeting of the Board of Mayor and Aldermen of the City of Vicksburg at 10:00 A.M. in the Board Room in the Robert M. Walker Building at 1415 Walnut Street, Vicksburg, MS.
The project includes the construction of approximately 12,845 linear feet of 30" water main beginning at the Vicksburg Water Treatment Plant on Haining Road, then south to North Washington Street, then south along North Washington Street to the intersection of Main Street.
The above general outline of the project does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, equipment and materials required by the specifications and drawings herein.
The duration of construction is 365 consecutive days after the issuance of Notice to Proceed and the liquidated damages will be _$650_per consecutive calendar day past the approved completion date
A non-mandatory pre-bid meeting will be held on Tuesday, August 20, 2019 at 11:00 A.M. in the Board Room at 1415 Walnut Street, Robert M. Walker building.
Bidders must be qualified under Mississippi Law and have a Certificate of Responsibility issued by the Mississippi State Board of Public Contractors.
Bids for submission shall be labeled as follows on the outer cover:
"Section 592 Waterline Improvements"
Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal.
Bidders are cautioned that the City Clerk does not receive the daily U.S. Mail on or before 9:00 am. Bid will be time-stamped upon receipt, according to City Clerk’s time clock.
Each bid must be accompanied by a certified check of the bidder, or a Bid Bond prepared on the form of a bid bond as included herein, duly executed by the Bidder as principal and having as surety thereon a surety company authorized to do business in State of Mississippi and signed by an authorized agent in the amount of five percent (5%) of the base bid.
Bidders must provide a current financial statement. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.
As required by the Instructions to Bidders, each Bidder must submit within 5 days of written request a separate attachment stating his qualifications to perform the work. The Statement of Qualifications shall list past projects of similar size and nature, the original contract amount, the final contract amount, and the name, telephone number, mailing address and email address for a contact with the owner for each project, and other information supporting the bidder’s qualifications.
Copies may be obtained at the office of EJES, Inc., upon a non-refundable payment of $100.00 for each set of documents. Please mail all requests and payments to 405 Briarwood Drive, Suite 110, Jackson, MS 39206. If the bid documents shall be mailed, an additional $20.00 is required for the mailing charges. Bids will be mailed via FedEx on the second working day after receiving the payment.

E-Verify Program: The City of Vicksburg is committed to compliance with federal and state laws requiring the verification of newly hired employees to ensure they are lawfully entitled to work in the United States. As such, the City of Vicksburg shall not enter into a contract for the physical performance of services unless the contractor registers and participates in a Status Verification System operated by the United States Department of Homeland Security (known as E-Verify Program). Each bidder should include an E-Verify affidavit as part of their proposal. Similar affidavit shall be submitted for each subcontractor verifying their participation in E-Verify Program.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contract to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.
Bidders shall comply with the President’s Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex or national origin.
Bidders shall comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act and the Contract Work Hours Standards act.
Bidders shall furnish a certification of prior work under Executive Order 11246 (Equal Employment Opportunity).
The City of Vicksburg strongly encourages the use of Minority, Women Owned and Disadvantaged Business Enterprises in the performance of the work. Proposal should clearly define the use of Minority, Women Owned and Disadvantaged Business Enterprises.
The Owner reserves the right to reject any and all bids and to waive informalities. Bids on the Project must be received on or before the period scheduled for the Project and no bid can be withdrawn after the scheduled closing time for the Project for a period of forty- five (45) days.
