ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Western Regional Water System Improvements, Phase II will be received by the Jackson County Utility Authority, at the office of the Jackson County Utility Authority, 1225 Jackson Avenue, Pascagoula, MS  39567, until 10:00am local time on January 13, 2021, at which time the Bids received will be publically opened and read.  The Project consists of constructing approximately 45,000 LF of potable water main, inclusive of appurtenances.
Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis, with additive and/or deductive alternate bid items as indicated in the Bid Form.
The Issuing Office for the Bidding Documents is: Pickering Firm, Inc., 2001 Airport Road, Suite 201, Flowood, Mississippi, 39232 (Telephone: (601) 956-3663; Engineer: Greg Brown, PE; Email: [email protected]). Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30am and 4:30pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at MSDH/DWSRF, 570 E Woodrow Wilson, Jackson, Mississippi (Call – Coleen Cook - 601-576-7518); and the office of the Jackson County Utility Authority, 1225 Jackson Avenue, Pascagoula, Mississippi 39567, on Mondays through Fridays between the hours of 8:00am and 4:00pm.

Bidding Documents may be obtained from the Issuing Office during the hours indicated above.  Bidding Documents are available as portable document format (PDF) files via ShareFile download or USB Flash Drive for a non-refundable charge of $50.00, payable to Pickering Firm, Inc. 
The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference will be held at 10:00am local time on December 16, 2021 at the Office of the Jackson County Utility Authority, 1225 Jackson Avenue, Pascagoula, MS  39567.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs.
This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 2014 (H.R. 3547); therefore, this project must comply with the American Iron and Steel requirements of the Act.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees are or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
