Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with bid submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each bid package. Vendors should continue to carefully read and respond accordingly per the requirements of the bid packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. Bids will be accepted through Central Bidding. Bids will be received until 2 p.m. The public bid opening and teleconference will begin at 2:30 p.m. on each bid opening date for the following project:

Each bid must be accompanied by a surety bid bond in the amount of 5% of the total bid amount WHEN INDICATED IN THE SPECIFICATIONS. Vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.

Section 6 states that the auction company should accept cash payments from winning bidders; we have had great success accepting electronic payments, wire transfers, and PayPal as alternatives to cash. Is this acceptable?

In section 7 it requires wire transfer payment on the 1st of the month. Our commitment is to pay clients via ACH within 10 business days, which is a faster payment cycle than monthly payments on the 1st of the month. Would this be acceptable?

QUESTIONS 1. What have been the gross annual sales for these same type assets for the past five years? 2. Who has been the auctioneer/s for that period? 3. What has the commission rate been and were there any other fees or charges retained by the auction company? 4. Does he Parish expect surplus asset levels to remain about: the same, increase, decrease?

5. Page 3 of the ITB 50-00132716 under "Additional Requirements" includes a reference to No. 3 concerning applicable licenses with the Department of Inspection and Code Enforcement and the requirements to obtain permits required by that JP department. What permits would the selected contractor be required to obtain? 6. Could a $250,000 Commercial Crime Policy be used in place of the Fidelity Bond requirement?
