REASON FOR BID PROTEST: In accordance with a public bid advertisement, the Port of South Louisiana and its Engineer held a MANDATORY PRE-BID CONFERENCE at the POSL Administration Building in accordance with the provisions of LA 38:2212 – Louisiana State Bid Law. The meeting was advertised to be held on Friday, 30-JUN-2023 and listed a start time of 10:00 AM. LMB Services, LLC representative, Mr. Frank Anderson, attended the meeting in order to insure that LMB could qualify as a Prime Bidder on the project. Mr. Anderson attests that at that MANDATORY Meeting, several bidders representatives arrived late, after the advertised time of 10:00 AM. According to the LA State Bid Law R.S. 38:2212, in order to be eligible to bid a project whereas a MANDATORY pre-bid conference is a prerequisite to submit a bid, the bidders representative must be present at the onset of the advertised meeting and stay for the entire duration thereof. LMB Services, LLC submits that the following listed bidders representatives failed to show up at or before the 10:00 AM meeting start time and therefore should be deemed ineligible to submit a bid. 1.
