NOTICE TO BIDDERS
The Allen Parish Police Jury will receive proposals for Runway 18 North Drainage Culvert project, electronically at www.centralbidding.com or in the Allen Parish Police Jury Office, 602 Court Street, Oberlin, Louisiana, 70655 until Tuesday, July 1, 2014 @ 10:30 a.m. CST, at which time and place all proposals received will be publicly opened and read aloud. Bids received after the stated time will not be accepted.
Type: Excavation, Embankment, Drainage Pipe 54? Concrete Pipe & 35? x 24? BCCMP Arch Pipe, 4?, 5?, 6? Revetment, 18? Rip Rap, Seeding, Fertilizing, Paved Ditches & Erosion Control Blanket. Base Bid and Alternate 1 Bid.
Bid security in the form of a bid bond equal to 5% of the total bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of Ninety (90) calendar days.
A Pre-Bid Conference will be held in the Allen Parish Police Jury Office on Friday, June 20, 2014 @ 10:30 a.m. CST. Questions relating to the Contract and Contract Documents will be answered at that time. Attendance by prospective Contractors is strongly recommended.

Bidding and Contract Documents may be purchased from the Engineer, Michael Baker Jr., Incorporated, 2600 Citiplace Drive, Suite 450, Baton Rouge, Louisiana (225) 706-0744 upon prior payment of a non-refundable plans and specs production fee of One Hundred Twenty Five Dollars ($125.00) per set. This payment is non-refundable.
Electronic bids and electronic bid bonds must be submitted through www.centralbidding.com prior to the bidding deadline. Beginning at 1:00 p.m., all electronic bids and electronic bid bonds will be downloaded and read aloud with paper bids received, if any, at the Allen Parish Police Jury Office. Bidders or their authorized representative are invited to be present.
POLICY: It is the policy of the Department of Transportation (DOT) that Disadvantaged Business Enterprises as defined in 49 CFR; Part 26 shall have the maximum opportunity to participate in the performance of this contracts.
DBE: 4.22% Required
PROSECTION AND PROGRESS: Contractor has 160 working days for Base Bid and 75 working days for Alternate 1 bid. The cost per day of overrun is $500.00/day.
BUY AMERICAN PROVISION: The proposed contract is subject to the Buy American provision under section 9129 of the Aviation Safety and Capacity Expansion Act of 1990. Details of such requirements are contained in the Specifications.
The proposed contract is subject to the Equal Opportunity Clause contained in the specifications. The Contract will be awarded to the lowest responsible bidder without discrimination on grounds of race, color, sex, or national origin. Disadvantaged Businesses will be afforded full opportunity to submit bids. An equal opportunity clause, which is contained within the specifications, will be furnished prospective bidders, or will be available for examination at the offices indicated in the advertisement.
No proposal shall be withdrawn for a period of thirty (30) days subsequent to the opening of the proposal without the consent of the Owner. The Owner reserves the right to reject any or all bids, and also reserves the right to waive all formalities, irregularities, and/or technicalities for the best interest of the Allen Parish Police Jury, Oberlin, Louisiana.
