INVITATION TO BIDDERS
Sealed bids for Drainage District 12 Raceland Prairie Levee Improvements will be received on September 19, 2023 until 10:00 a.m., by the North Lafourche Conservation, Levee and Drainage District, 3862 Hwy. 1, Raceland, LA 70394.  At 10:00 a.m., all bids will be publicly opened and read aloud.  Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and will be presented to the North Lafourche Conservation, Levee, and Drainage District for handling in accordance with the Louisiana Public Bid Law.
Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent by United States Postal Service registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.
All bids must reach the North Lafourche Conservation, Levee and Drainage District, 3862 Highway 1, Raceland, Louisiana 70394 before 10:00 a.m. on the day of the bid opening.  Failure of the U.S. Mail to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.

Project Name: Drainage District 12 Raceland Prairie Levee Improvements
Project Description:   The Base Bid includes installation of levee embankment and temporary project access routes using earthen material from an owner provided borrow area.  Levee embankment sections are designated as reaches 1-7 (approximately 21,000 linear feet) as indicated in the project plans.  Alternate # 1 will require installation of embankment material from an owner provided borrow area for construction of approximately 3,250 linear feet of levee berm designated as Reach 8.  Alternate # 2 requires installation of embankment material for approximately 4,500 linear feet of levee designated as Reach 9, for an owner provided borrow area.  Alternate # 3 is the cost associated for contractor to furnish embankment material for this project.  Cost associated with contractor furnished borrow material should be indicated as an additional cost/add or deduct.
Probable Construction Cost:  Base Bid $4,024,150.00 – Alternate #1 $768,000.00 –
Alternate # 2 $1,104,100.00
Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature.  Contractors desiring to bid shall submit their Louisiana Contractor’s License Number as evidence that they hold a license of HIGHWAY, STREET AND BRIDGE CONSTRUCTION AND/OR HEAVY CONSTRUCTION that is in full force and effect.
The plans, specifications, and proposal forms are on file in the office of North Lafourche Conservation, Levee and Drainage District, 3862 Highway 1, Raceland, Louisiana 70394 and may be obtained by each prospective bidder from Leonard Chauvin P.E., P.L.S., Inc. upon payment of $75.00 per set.  Deposits on the first set of documents furnished prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids.  On other sets of documents furnished to bidders, the deposit less the actual cost of reproductions shall be refunded upon return of the documents no later than ten days after receipt of the bids.  Please contact our office for any clarification or information with regard to the specifications.  The cost of mailing, if required, shall be billed separately for an additional non-refundable $35.00.
A MANDATORY Pre-Bid Conference will be held on September 5, 2023, at 10:00 a.m. at the office of North Lafourche Conservation, Levee and Drainage District, 3862 Highway 1, Raceland, Louisiana 70394.  Following the mandatory pre-bid conference will be an optional pre-bid site visit.  All questions relating to the project shall be submitted in written form by email to [email protected].  The deadline for submitting questions relating to the project is 10:00 a.m. local time, September 11, 2023.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid.  Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A)(1)(C) or LA R.S. 38:2212(0).
All proposals must be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the proposal made payable to the North Lafourche Conservation, Levee, and Drainage District.  Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents.  In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.
Successful bidders must register with the Lafourche Parish Sales and Use Tax Department for use tax purposes.  The North Lafourche Conservation, Levee, and Drainage District reserves the right to reject any and all bids in accordance with State Bid Law.
