REQUEST FOR QUALIFICATIONS
CONSTRUCTION MANAGER AT-RISK SERVICES
Notice is hereby given that the St. Mary Parish Consolidated Gravity Drainage District No. 2, a political subdivision of the State of Louisiana, (the “District”) solicits qualifications statements (“Qualifications Statements”) from qualified construction firms licensed in heavy construction (each a “CMAR”) to provide comprehensive construction management at-risk services for the construction of a pump station in Morgan City, Louisiana (the “Project”).
Qualifications Statements will be evaluated by the District based upon the following criteria:
1. Firm Background and Safety Record
2. Relevant Project Experience
3. CMAR / Alternate Delivery Model Experience
4. Methodology / Schedule
The Request for Qualifications (“RFQ”) is available for download and examination beginning at 10:00AM on November 8, 2017 at Central Auction House’s (“CAH”) website at http://www.centralauctionhouse.com. To view the RFQ, download, and receive notices by e-mail, you must register with CAH. This RFQ is also available in electronic form and may be obtained from the District’s engineer, T. Baker Smith, beginning at 10:00AM on November 8, 2017 by contacting Kevin O’Gorman at (225) 228-5597 or by email at firstname.lastname@example.org or in writing at 17534 Old Jefferson Highway, Suite D-1, Prairieville, LA 70769.
A non-mandatory pre-project meeting will be held on November 15, 2017 at 10:00AM at 201 Everett Street, Morgan City, LA 70380. Interested firms will be provided access to the site and inside the existing Pump Station #3 following the meeting. Attendance is highly encouraged.
Sealed hard copies of Qualifications Statements must be received at T. Baker Smith’s office at 17534 Old Jefferson Highway, Suite D-1, Prairieville, LA 70769 before 2:00PM on December 11, 2017 (the “Submission Deadline”). Any Qualifications Statements received after the Submission Deadline will not be considered. The District reserves the right to reject all Qualifications Statements. Qualifications Statements cannot be uploaded and submitted electronically through CAH. Faxed and/or emailed bids cannot be accepted and will be discarded.
Interested firms must maintain a current contractor license with the Louisiana State Licensing Board for Contractors for the major classification of Heavy Construction and certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes.
The CMAR must comply with all requirements of authorities having jurisdiction over the project including, to the extent required, the Louisiana Coastal Protection and Restoration Authority program. The work performed is subject to compliance with all applicable rules, regulations and relevant orders of the Secretary of Labor, federal government, and State of Louisiana, all of which shall become contractual obligations. Failure of the successful CMAR to accept these obligations shall result in the rejection of the Qualifications Statements.
