ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Savanna Wastewater Treatment Plant Phase 1A Improvements for Water/Sewer Utility Division, City of Jackson, Mississippi, (SRF Project No. C280838-04) will be received by City of Jackson, Mississippi, Water/Sewer Utilities Division at the City Clerk’s Office of City Hall, located at 219 S. President Street, Jackson, MS 39201, until 3:30 P.M. local time on Tuesday, August 20, 2019, at which time the Bids received will be publicly opened and read.
The Project consists of supplying all labor and materials (as specified) necessary for construction of the Savanna Wastewater Treatment Plant Phase 1A Improvements. The project generally consists of work in the following areas:
Influent pump station;
Preliminary treatment facility (screening, grit removal, & anoxic basin);
Secondary treatment (clarifier splitter box, clarifiers, RAS pumping station);
New electrical building; and
Disinfection system (chlorine & sulfur dioxide systems)The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, equipment and materials required by the specifications and the drawings referred to therein.

Bids will be received for a single prime Contract. Bids shall be on a lump sum as indicated in the Bid Form.
Contract time shall be 460 consecutive calendar days from the effective date shown in the Notice to Proceed and the Work shall be substantially complete within 400 consecutive calendar days. Liquidated damages will be assessed in the amount of $1,000.00 for each consecutive calendar day the Work has not achieved Substantial Completion and $1,000.00 for each consecutive calendar day the Work has not achieved Final Completion.
Special Damages: In addition to the amounts provided for liquidated damages, expenses and other losses, Contractor, in the event of such default, shall pay to the Owner the actual costs, expenses and other losses reasonably incurred by Owner.

A Pre-Bid Conference will be held at 9:00 A.M. local time on August 2nd, 2019 in the 2nd floor conference room of the Savanna WWTP Administration Building, 3810 I-55 South, Jackson, Mississippi, 39212. Attendance at the pre-bid conference is highly encouraged but not mandatory. A site visit will be conducted immediately following the Pre-Bid Conference. Also, as part of the Pre-Bid Conference, Bidders shall be provided an opportunity to sign up for ONE additional follow-up site visit.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Water Pollution Control Revolving Loan Fund (WPCRLF) loan program from the State of Mississippi, therefore, this project must comply with the American Iron and Steel Requirements of the Act. Neither the State of Mississippi, the Commission on Environmental Quality nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated.
The City of Jackson reserves the right to reject any and all bids and to waive any informalities or irregularities therein.
