PUBLIC NOTICE
LAFAYETTE REGIONAL AIRPORT
JANITORIAL SERVICES CONTRACT - 2022
 
            The Lafayette Airport Commission (LAC) is requesting proposals from experienced and professional commercial janitorial firms for full scale janitorial services for the following contract.

JANITORIAL SERVICES CONTRACT
200 TERMINAL DRIVE (NEW TERMINAL) & 133 FUEL DRIVE (QUICK TURNAROUND FACILITY - QTA)
 
            Proposals must be received no later than Monday, December 13, 2021, at 9:00 a.m. by the Lafayette Airport Commission (LAC) by one of the following methods:  U.S. Mail at 222 Tower Drive, Lafayette, Louisiana 70508; Hand-Delivery (must be pre-arranged) at 200 Terminal Drive (existing terminal building); Email to Rene Cotton renec@lftairport.com and Jennifer Comeaux at jenniferc@lftairport.com; or Online at https://www.centralauctionhouse.com.  Proposals will be received in accordance with Instructions to Proposers and the Proposal form at the set time. Proposals received after the specified closing time will be returned to sender unopened.
 
The work contemplated under this Service Contract with the LAC includes all personnel, labor, supervision, training, uniforms, materials, supplies (including rest room supplies and consumables), insurance, transportation, equipment, and services necessary to fulfill the Lafayette Regional Airport Terminal Building and 133 Fuel Drive – Quick Turnaround Facility (QTA) for Janitorial Services requirements in the specific areas in accordance with the Specifications and in accordance with the manufacturer’s specifications.
 
            The primary term of this Contract shall extend for twenty-four (24) months from January 1, 2022 through December 31, 2023 with three (3) one-year option terms. The consideration for the stated option period(s) shall be at the sole discretion of the LAC. The Contractor must provide for consideration, written notice of their intention to renew or not to renew at least sixty (60) days prior to expiration of the original or any renewal terms. Due to the new airport terminal being in its final stages of construction, the selected contractor will be issued a notice to proceed approximately thirty (30) days prior to the anticipated start date. 
 
            The Request for Proposal (RFP) in electronic form (PDF) which includes the request for proposal, scope, general information, specifications, and forms may be obtained electronically at no cost by written electronic request to Rene’ Cotton at renec@lftairport.com and to Jennifer Comeaux at jenniferc@lftairport.com. Each interested party requesting a printed Request for Proposal (RFP) will be required to submit to the LAC a $50.00 non-refundable deposit to cover the cost of reproduction. Please contact (337)703-4800 Monday through Friday 8:00 a.m. to 4:00 p.m. to schedule a pickup time at the pickup location, Lafayette Airport Commission Conference Room, Second Floor, Lafayette Regional Airport Current Terminal Building at 200 Terminal Drive, Lafayette, LA 70508. The pick up location is not manned on a regular basis. The RFP is also available online and proposals may also be submitted online at:  https://www.centralauctionhouse.com.

            A non-mandatory Pre-Proposal Conference shall be held at the Lafayette Airport Commission Conference Room, Second Floor, Lafayette Regional Airport existing Terminal Building at 10:00 a.m., Thursday, December 2, 2021.  A site visit of each of the Project sites will be conducted after the Pre-Proposal Conference. Only two individuals from each agency are permitted to attend and photography will not be allowed. The purpose of the Pre-Proposal Conference is to familiarize interested parties with the requirements of the Project and the intent of the Contract documents.  Any revision of the Proposal Documents made as a result of the Pre-Proposal Conference shall not be valid unless included in an Addendum issued in accordance with the Instructions for Janitorial Services Request for Proposals.  All interested parties are encouraged to attend the Pre-Proposal Conference; no additional site visits will be permitted. Any questions or clarifications regarding the RFP, including the scope of work and the manufacturer’s specifications, should be placed in writing to renec@lftairport.com and jenniferc@lftairport.com. Responses will be issued in the form of an Addendum.
 
            The LAC reserves the right to hold all Proposals for up to sixty (60) days from the date of receipt without action, to reject any and all proposals, to waive irregularities and any formalities, and to require statements or evidence of interested parties’ qualifications including financial statements and references. The Contract will be awarded to the interested party determined by the LAC to have presented the most qualified Proposal, even though it does not offer the lowest direct expenditure. All interested and qualified persons are invited to submit Proposals.
 
It is the policy of the LAC to create a level playing field on which Small Business Enterprises (SBEs) can compete fairly for opportunities.  Accordingly, the LAC has established a Small Business Enterprise (SBE) Participation Goal of 12.07% for this solicitation.
 
In compliance with the LAC’s commitment to inclusion of small businesses and to be eligible for award of a contract, the contractor/prime Proposer MUST either:
Meet the SBE goal as advertised with meaningful small business participation through subcontracts, joint ventures, or suppliers; OR
Demonstrate Good Faith Efforts to meet the SBE goal. 
An SBE must meet the following criteria:
The firm MUST be at least 51% owned and controlled by an economically disadvantaged individual. Economically disadvantaged is defined as a person whose personal net worth is less than $1.32 million.  
The economically disadvantaged owner MUST be a resident of Louisiana. 
The firm MUST meet the Small Business Administration’s size standard and MUST NOT exceed $23.98 million gross receipts. 
LAC will accept businesses certified as a Disadvantaged Business Enterprise (DBE) by the Louisiana Department of Transportation and Development (LADOTD) DBE Program.  DBE businesses certified by the LADOTD can be found at http://www.laucp.org/UCP/UCPSearch.aspx.
 
LAC will also accept certified Small Entrepreneurs certified through the Louisiana Division of Administration (LDOA) - Louisiana Hudson Initiative Small Entrepreneurship Program. Small entrepreneurs certified through the LDOA Hudson Initiative can found at https://smallbiz.louisianaeconomicdevelopment.com/Search/default.aspx.
 
            The LAC, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
