The Harrison County School District Board of Education will accept bid proposals for 2526 Web-Based Supplemental English Language Arts and Mathematics Diagnostic Intervention Program.  All proposals must be submitted to the Office of the Superintendent of Education, at 11072 Highway 49, Gulfport, MS 39503 no later than 10:00 A.M. on Wednesday, April 16, 2025.   Please mark “Bid – 2526 Web-Based Supplemental English Language Arts and Mathematics Diagnostic Intervention Program” on the exterior of the sealed envelope.
 
Official bid documents can be downloaded from Central Bidding at www.centralbidding.com. Bid Packets with complete specifications may also be obtained at the Office of the Superintendent, 11072 Highway 49, Gulfport, MS 39503. Electronic bids can be submitted at www.centralbidding.com. For any questions relating to the Central Bidding platform, please call Central Bidding at 225-810-4814. Hardcopy bids will also be accepted; however, you MUST mark the outside of the envelope/box with “Bid – 2526 Web-Based Supplemental English Language Arts and Mathematics Diagnostic Intervention Program” and address them to the Office of the Superintendent of Education, at 11072 Highway 49, Gulfport, MS.
 
The Harrison County School District Board of Education reserves the right to accept/reject all bids and waive any irregularities.
 
All bids are subject to federal/state appropriation and the ability of the district’s Comprehensive Federal Program Application to accommodate this expense.

Questions Emailed: 
-Will the district accept a subset of grades for programs as some products do not cover the entire K-8 grade span? You may propose the products of your choice, please make sure it is clear if they do not cover the entire K-8 grade span. It is unknown what the committee will accept – all proposals will be reviewed to ensure they meet the specifications listed in the RFP. 
-Page 6 of the RFP says, “No interpretation of the meaning of the specifications will be made to any Proposer orally. Every request for such interpretation should be made in writing and must be received no later than 10:00 A.M. on Wednesday, April 16, 2025 to be given consideration.” Is this an error? This date is also the due date. No, that is not an error on page 6. We are declaring that questions can be asked until the time all sealed bids are due and we will post the answers to Central Bidding in the portion that is public for all users.
-How many teachers in each grade will require training on the chosen program? All teachers will require training in grades K-8. We have roughly 100 teachers per grade. That would be 900 teachers minimum. 
-Will the district consider proposals that address only ELA or Math? Yes, the committee will review all proposals even if they only address one subject. 
-In regard to RFP 2526 "Web-Based Supplemental English Language Arts and Mathematics Diagnostic Intervention Program" are scope points below mandatory for award?
Offline accessibility to paper/pencil teacher and student resources aligned to the MCCRS for Mathematics and English Language Arts;
Online accessibility to printable teacher and student resources aligned to the MCCRS for Mathematics and English Language Arts
No, those points are not mandatory but those items will be evaluated and assessed by the committee.
-Could you please confirm if we submit an electronic submission via Central Bidding that we do not need to submit physical copies of our response? Correct, if you submit via Central Bidding no physical copies need to be sent to us.
-How many students are anticipated to use the solution? K-8 students, roughly 9,000 student users
-When is the anticipated award date? Bids will be opened April 16th but our next school board meeting isn’t until May 5th. We anticipate sending the suggested winner(s) of the bid to the school board then so, vendors would not know until the next day, May 6th at the earliest.
Does the district intend to make a single award or multiple awards? As of right now, we reserve the right to award the contract more than one vendor depending on the vendor’s ability to meet the specifications listed in the RFP.
