Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with bid submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each bid package. At no charge, bidders may submit via Jefferson Parish’s electronic procurement page by visiting www.jeffparishbids.net to register for this free site.
 
Bids will be accepted and received through Central Bidding until 2 p.m. The public bid opening will be held at the West Bank Purchasing Department at 200 Derbigny Street, Suite 4400, Gretna, LA 70053 beginning at 2:30 p.m. on each bid opening date for the following project:

Bid specifications may be obtained by visiting the Jefferson Parish Purchasing Department webpage at http://purchasing.jeffparish.net and selecting the LaPAC Tab. Bids may also be viewed and submitted online free of charge at: www.jeffparishbids.net. 
 
Each bid must be accompanied by a surety bid bond in the amount of 5% of the total bid amount, or the amount specified, WHEN INDICATED IN THE SPECIFICATIONS. Vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.

The Non0Collusion Affidavit is included in the Non-Public Works affidavit. No other form will be provided. All Bids must be submitted through Central Bidding- you can register for free by going to jeffparish.net and choose Purchasing Department. Yes you may submit your signing authority in lieu of the corporate resolution or attach your Secretary of State that lists the officers of the business.

The Performance Bond information is conflicting. Which is correct? (p7) 8. NON-PUBLIC WORKS BIDS: A performance bond will be required for this bid. The amount of the bond will be 100% of the contract price unless otherwise indicated in the specifications. The performance bond shall be supplied at the signing of the contract. (p15) “8. Performance Bond -A performance bond in the amount of 50% of the total contract amount will be required. Performance bond shall be produced upon receiving the Notice to Proceed.”

The Performance Bond is only due if you win the bid and you receive a notice to proceed. a 5% electronic surety bond is due with bid submission.
