Sealed bids will be received by the Lakefront Management Authority (LMA) at 6001 Stars & Stripes Blvd., Suite 219, New Orleans, Louisiana 70126 and may also be submitted electronically at http://www.centralauctionhouse.com until 10:00 AM CST on Wednesday, April 28, 2021. Bids will be opened at the Lakefront Airport Terminal Building, 2nd Floor Conference Center, 6001 Stars and Stripes Boulevard, New Orleans, Louisiana 70126 commencing at 10:00 AM CST on Wednesday, April 28, 2021, for:
Lakefront Airport Runway 9-27 De-commissioning
The existing Runway 9-27 shall be converted into a taxiway. The project requires the removal and replacement of white elevated quartz light fixtures with blue LED fixtures. Existing guide signs shall have the messages modified or signs replaced in their entirety. Pavement markings will be removed and new paint markings shall be required. Work includes incidental asphalt pavement removal.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Highway, Street, and Bridge Construction or Electrical Work. Contractors who are not licensed under LA. R.S. 37:2150-2163 for the classification of Highway, Street, and Bridge Construction or Electrical Work will be disqualified from consideration for the Lakefront Airport Runway 9-27 De-commissioning project.

Phone: 225-307-1010Award of Contract will be based on the authorization of funding from the Federal Aviation Administration (“FAA”). The Owner reserves the right to reject any and all bids for just cause, including but not limited to the lack of sufficient funding from the FAA. In accordance with LA. R.S. 38:2212 (B)(1), the provisions and requirements in the Louisiana Public Bid Law, the advertisement for bids, and those required on the bid form are not mere formalities and shall not be waived.
Bids must be submitted only on the Louisiana Uniform Public Work Bid Form provided in the Bid Documents. Bids not sent electronically must be presented in an envelope containing the bids and bid guarantee. The envelope must be sealed, marked with the project name, and with the Contractor’s name and Contractor’s license number as assigned by the Louisiana State Licensing Board for Contractor.
All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid. The bid security must be in the form of a certified check, cashier’s check or Bid Bond Form written by a surety company licensed to do business in Louisiana and signed by the surety’s agent or attorney-in-fact. Bid Bonds shall be in favor of the Lakefront Management Authority (LMA), in accordance with Bid Documents, and shall be accompanied with a power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) of the sum of the base bid by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond as described in the Instructions to Bidders included in the Bid Documents for this project.
