At exactly 10:00 a.m., all bids will be publicly opened and read aloud at the Houma-Terrebonne Airport Commission. Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and taken under advisement until presented to the Commission for their action at the next regularly scheduled meeting in accordance with the Louisiana Public Bid Law.

Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent by United States Postal Service registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.

Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended. Drainage Improvements to the Northeast, Southeast, Northwest and Southwest Sections of the Houma-Terrebonne Airport
PROJECT NO.: 2017-036 Failure to place the information provided immediately above on the outside of the envelope will constitute the bidder as non-responsive.
All bids must reach the Houma-Terrebonne Airport Commission at 10264 East Main Street, Houma, Louisiana, before 10:00 a.m. on the day of the bid opening.
Project Description: The work consist of providing all equipment, labor and material necessary to rectify existing drainage problems that prohibit the HTAC from operating at full capacity at all times due to insufficient drainage. The work consists of enlarging and streamlining existing drainage channels on HTAC property, removing and replacing existing drainage culverts, adding additional drainage culverts, installing drainage flap gates, and replacement of driveways and roadway surfaces, along with other incidental work items as specified, , all according to design specifications and plans.
Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. A single set of Bidding Documents shall be issued at the cost of reproduction to contractors who are licensed by the Licensing Board of Contractors.
Contractors desiring to bid shall submit their Louisiana Contractor’s License Number as evidence that they hold a license for HIGHWAY, STREET, AND BRIDGE CONSTRUCTION AND/OR MUNICIPAL AND PUBLIC WORKS CONSTRUCTION
that is in full force and effect.
The plans, specifications, and proposal forms may be obtained from David A. Waitz Engineering and Surveying, Inc., at 1107 Canal Boulevard, Thibodaux Louisiana, 70301. In accordance with Louisiana Public Bid Law, prime bidders shall be charged a deposit of $175.00
and, upon return of the plans and specifications in good (unmarked and reusable) condition within ten (10) days from the bid date, shall be refunded the full deposit. All other persons requesting plans and specifications shall pay a deposit of $175.00
and shall be refunded the remainder from the cost of reproduction ($112.00)
, upon return of the plans and specifications in good (unmarked and reusable) condition within ten (10) days from the bid date. The cost of mailing, if required, shall be billed separately for an additional non-refundable $10.00

If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:2212(A)(1)(c) or LA R.S. 38:2212(O).
All proposals must be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the proposal made payable to the Houma-Terrebonne Airport Commission. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection. If a bid bond is provided it shall be on the attached form and only on the attached form.
Within forty-eight (48) hours of the bid opening, in accordance with La. R.S. 38:2227, each bidder on this project must submit the completed Attestation Clause (Past Criminal Convictions of Bidders) form found within these bid documents.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents.In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.
Successful bidders must register with the Terrebonne Parish Sales and Use Tax Department for use tax purposes. The Houma-Terrebonne Airport Commission reserves the right to reject any and all bids in accordance with Louisiana State Bid Law.
