ADVERTISEMENT FOR BIDS
The City of Plaquemine will receive sealed bids for the construction of the following project:
PLAQUEMINE RIVERFRONT RECREATIONAL TRAIL IMPROVEMENTS – PHASE ONE
Project Description: The Work consists of constructing an asphalt and stamped concrete path on top of the Mississippi River levee top and associated access ramps.
Paper bids will be received until 2:00 P.M. CST, May 10, 2021. Paper Bids will be accepted at the City of Plaquemine City Hall 2nd Floor Courtroom, 23640 Railroad Avenue, Plaquemine, Louisiana 70764 at which time and place said proposals will be publicly opened and read aloud. Any proposal received after the announced closing time will be returned unopened. No bids will be received after 2:00 P.M. on the same day and date. Bidders or their authorized representatives are invited to be present.
Except as required by law, bids, amendments to bids, or requests for withdrawal of bids received after the time specified for bid opening shall not be considered for any cause whatsoever.
Bids shall be submitted on paper bid forms, two copies, placed in a sealed opaque envelope and endorsed Plaquemine Riverfront Recreational Trail Improvements – Phase One, City of Plaquemine along with Contractor’s license number as required by L.R.S. 37:2151 through L.R.S. 37:2165. Any bid with no license number will not be accepted. Bid form blanks must be duly filled in by the Bidder. Bidders are cautioned not to attach any conditions or provisions to their proposals. Any foreign conditions will render the proposal invalid and may cause its rejection. Bids may also be submitted by electronic means via website www.centralbidding.com. Free registration is required in order to submit a bid via the Central Bidding website.
Bids shall be firm for a period of forty-five (45) days from the date of the opening of bids and no bid shall be withdrawn for any reason during this period of time except as allowed per R.S.38:2214.C.
Complete Bid Documents prepared by CSRS, Inc. for this Project are available in electronic form. Bid Documents may be obtained from www.centralbidding.com for a nominal charge or subscription. Printed copies are not available from the Owner or Architect, but arrangements can be made to obtain printed Bid Documents through most reprographic firms. Bidders are responsible for any subscription, downloading, reproduction or mailing costs. The Bidder is advised that the City of Plaquemine is an Equal Opportunity Employer; therefore, the Bidder is encouraged to utilize minority participation in this contract to the extent possible through the use of small, disadvantaged and women-owned businesses as suppliers or subcontractors.
All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LSA R.S. 37:2150-2163, as amended, for all public contracts. It shall also be the responsibility of the General Contractor to assure that all subcontractors comply with this law. If required for bidding, Contractors must be licensed in the proper category of work.
A non-mandatory Pre-Bid Meeting will be held at 10:00 a.m. April 27, 2021 at City of Plaquemine City Hall, 2nd Floor Courtroom, 23640 Railroad Avenue, Plaquemine, Louisiana 70764. Bidders should have obtained a copy of the bid documents and drawings prior to this meeting.
The Owner reserves the right to reject any and all bids for just cause as permitted by LA. R.S. 38:2214 (B). The ability of an entity to reject any bid is applicable only when administered in accordance with the Public Bid Law. In accordance with LA. R.S. 38:2212 (B) (1), the provisions and requirements of this section, and those stated in the Bidding Documents shall not be waived by any public entity.
