Notice is hereby given that sealed Bids will be received by the Iberia Parish Government, Iberia Parish, Louisiana, for the furnishing and installation of sewer system improvements including smoke testing, manhole rehabilitation and point repairs in three target areas of Iberia Parish.
Bids will be on a unit price basis; segregated bids will not be accepted.
Bids will be received by the Iberia Parish Government until 10:00 AM on Thursday, January 24th, 2019 in the Iberia Parish Council Chambers of the Courthouse Building, 300 Iberia Street, Suite 400, New Iberia, LA 70560. Bids received after this time will not be accepted and will be returned unopened. Bids will be opened and publicly read aloud after specified closing time. Bids shall be submitted to:

A Voluntary Pre-Bid Conference will be held at 10:00 AM on Tuesday, January 15th, 2019 in the Iberia Parish Council Chambers of the Courthouse Building, 300 Iberia Street, Suite 400, New Iberia, LA. Bidders are encouraged to attend and participate in the conference.
To qualify to bid, each bidder shall be properly licensed in accordance with Louisiana Revised Statutes 37:2150-2163 with a classification of HEAVY CONSTRUCTION. Contractors desiring to bid shall submit evidence that they hold license of proper classification in full force and effect at the time bidding documents are requested from the office of the Engineer. The Contractor shall show their license number on the bid form and on the envelope containing their Bid.
Bidding documents shall not be issued within 24 hours of the hour and date set for the opening of the Bids. Bids must be submitted on the forms provided by the Engineer.
The project is receiving construction grant assistance from the Louisiana Division of Administration, Louisiana Community Development Block Grant (LCDBG) Program.
Prospective bidders are advised that technical assistance with forms is available from the Office of Community Development, telephone number (225) 342-7412, Louisiana Division of Administration, Claiborne Building, Baton Rouge, Louisiana.
The attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.
All contractors and subcontractors will be required to comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act pertaining to minimum wage rates, the Anti-Kickback Act, the Contract Work Hours Standards Act, the Local Public Works Payroll Evaluation Program and take all necessary affirmative steps to ensure that minority firms, women’s business enterprises, and labor surplus area firms are used when possible.
The prime contractor and all subcontractors must have an active DUNS number and an active SAM Cage Code number prior to beginning construction and throughout the term of the contract.
All contractors and subcontractors will be required to certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed or national origin.
Minority, female-owned and Section 3 firms are encouraged to submit bids.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to the bid opening.
In particular, bidders should note the required attachments and certifications to be executed and submitted with the bid proposal.
The Contractor shall obtain, maintain during the life of the project and provide to the Owner copes of the following bonds and policies which shall be obtained from surety companies which appear on the U.S. Treasury Circular 570, licensed to do business in the State of Louisiana, in the amounts and for the purposes stated and subject to the Owner’s approval:
BID BOND: A “Bid Guarantee” equivalent to 5% of the bid price consisting of a firm commitment, such as a bid bond, certified check, cashier’s check, money order or other negotiable instrument, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified.
PERFORMANCE BOND: A performance bond of not less than 100% of the contract price shall be executed to assure the Contractor’s faithful performance of the contract.
PAYMENT BOND: A payment bond of not less than 100% of the contract price shall be executed to assure payment as required by law of all persons supplying labor and material in the performance of the work provided by the contract.Bid forms and other related information are available to be viewed, downloaded, and submitted online at www.centralbidding.com. Also, a copy of the plans and specifications may be picked up at the office of Staples Engineering and Consulting, LLC located at 2617 Northside Road, Suite 300, New Iberia, LA 70563. The copies can be either received as a hard copy, with a deposit of $100, or a CD version at no cost to the Bidder. Deposits on the first set of hard copy documents furnished to bona fide Prime Bidders will be fully refunded upon return of the documents, in clean working order, no later than ten days after the receipt of bids. On other sets of documents furnished to Bidders, the deposit less actual reproduction cost will be refunded upon return of the documents, in clean working order, no later than ten days after the receipt of bids.
