Proposals for the project entitled “Halls Ferry Sports Complex – Pickle Ball Construction” at the will be received by the City Clerk, or Appointed Designee for the City of Vicksburg, until 9:00 AM (Central Time) on Friday, the 23rd day of October 2020, at the office of the City Clerk, 1401 Walnut St., Vicksburg, MS 39180 at which time they will be logged in according to the time shown at the reception desk.  They will be publicly opened and read aloud by the Mayor and Aldermen of the City of Vicksburg in an Adjourned Board Meeting at 10:00 a.m. CST October 23, 2020.  Proposals received after this time will not be accepted and will be returned unopened.
 
Bidders are cautioned that the City Clerk does not receive the daily U.S. Mail on or before 9:00 a.m.  Bids will be time-stamped upon receipt according to City Clerk's time clock.
 
The work is generally described as follows: construction of pickleball courts with surfacing, installation of chain link fencing and related improvements.
 
The Contract Time for the work is 90 calendar days.  Liquidated damages in the amount of $500 will be assessed for each consecutive working day thereafter.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.  Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi and as a licensed general contractor capable of performing the required work.
 
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances.  In order to ensure that Mississippi’s Golden Rule is followed, state law requires a non-resident bidder to attach to his bid, a copy of his/her resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bid documents are being made available via digital file through Central Bidding.  Plan holders are required to register for an account at www.centralbidding.com to view Bid Documents. Bids may be submitted via mail on the standard form to the City of Vicksburg or may be submitted via electronic submittal through the Central Bidding, at which time the bid will be logged and must include a Bid Bond in the amount of 5% of the Bid.  The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.
 
Bidder’s attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.
 
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendar days after the scheduled closing time for receiving bids.
 
The award, if made, will be made to the party submitting the bid deemed most favorable to the City of Vicksburg at the time the conditions are stipulated.  The City of Vicksburg reserves the right to reject any and all bids for any reason and to waive any informalities or irregularities in the bids received.
