ADVERTISEMENT REQUEST FOR QUALIFICATIONSST. BERNARD PARISH GOVERNMENTSTATE OF LOUISIANA
St. Bernard Parish Government is hereby soliciting the submittal of Statement of Qualifications from firms interested in providing boat transportation and drone operation and inspection services to be performed at the direction of the St. Bernard Parish Government, Coastal Division funded through the RESTORE Act program (RESTORE Act Council and the State of Louisiana).
The Lake Lery Marsh Creation
(Phase 2) project includes the creation or nourishment of approximately 39 acres of marsh near Delacroix in eastern St. Bernard Parish (please refer to maps on page 9). The proposed project is a continuation of Lake Lery Marsh Creation (Phase 1), which resulted in the creation of approximately 68 acres of new marsh in the same general location. The project consists of utilizing dredged material from Lake Lery and placing the material behind containment berms in the target area. Both the containment berms and the containment cells will also be planted with native vegetation. The purpose of the project is to restore marsh in an area where natural ecosystems and wildlife and fisheries habitat have been severely damaged. The project has already been designed and permitted.
Services sought under this solicitation include:
- The provision of boat transportation (up to six passengers at a time) from Delacroix to the adjacent project site upon request (St. Bernard Parish Government will submit such requests to the contractor 24 hours in advance);
- The provision of drone operation and inspection services at the project site once per week. Each drone flight/inspection shall cover the entire project area;
- The production, recording, and distribution of high quality drone flight/inspection videos once per week; and
- Attending pre-construction, construction progress, and other project-related meetings upon request.
Any contract(s) awarded under this solicitation are expected to be funded with RESTORE Act funds being administered by the State of Louisiana and the RESTORE Council. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Invitation for Bids or any resulting contract.Firms submitting a Statement of Qualifications must identify all firm(s) that they expect to use to provide supplemental services. Firms must make positive efforts to use small and minority owned business and women business enterprises as required by 2 CFR 200.321
Firms must comply with Title VI of the Civil Rights Act of 1964 as required by 2 CFR Appendix II.

The successful Respondent will be selected based upon the best response offered to the Parish. St. Bernard Parish Government, or appointed Committee, shall evaluate each Request for Qualifications received. Respondents may be requested to give an oral presentation after submission of responses should the Parish find it necessary, in order to determine which is the best.
Submittals will be evaluated and scored based upon the following criteria:
Firm/Team Project Qualifications and Understanding 30 points
Key Personnel Qualifications and Experience 10 points
Compatibility (Firm vs. Project) 10 points
Public Agency Project Experience 20 points
Understanding of Project/Familiarity 30 points
St. Bernard Parish Government reserves the right to negotiate with any and all persons or firms submitting a Request for Qualifications.
St. Bernard Parish reserves the right to reject any Request for Qualifications response for failure to meet the requirements contained herein, to waive any technical requirement, and to select the firm, in the Parish’s judgment, whom best meets the requirements of this project and the needs of the Parish. Sealed Request for Qualifications Packages will be received until the hour of 10:00 a. m. on Tuesday, June 22, 2021, in the St. Bernard Parish Government, Office of the Department of Public Works, located at 1125 East St. Bernard Highway, Chalmette, Louisiana.
To be a valid delivery, Sealed Qualifications Packages must be delivered electronic by Central Bidding or by hand to St. Bernard Parish Government, Department of Public Works, 1125 East St. Bernard Highway, Chalmette, Louisiana during normal business hours of 8:30 a.m. to 4:30 p.m. Monday through Friday on or before 10:00 a.m. on Tuesday, June 22, 2021.
