REQUEST FOR PROPOSALS FOR PROJECT MANAGEMENT, GRANT ADMINISTRATOR AND ADMINISTRATIVE SERVICES
 
The Franklin Parish Police Jury, 6558 Main Street, Winnsboro, Louisiana (hereafter referred to as Parish), invites interested parties to submit proposals to provide Project Management, Grant Administrator and Administrative Services for Disaster Recovery and Hazard Mitigation Projects currently consisting of any operations funded by FEMA through the Governor's Office of Homeland Security and Emergency Preparedness FEMA Public Assistance and Hazard Mitigation Grant Programs. The Projects are located in the Parish of Franklin.  The amount currently allocated to the Parish is to be determined.
 
In order to effectively administer and manage the program, the Parish is soliciting proposals from qualified and experienced firms to provide project management, grant management and administrative services.
 
The procedures for the selection of this firm will be in accordance with the procurement requirements of FEMA and the Governor's Office of Homeland Security and Emergency Preparedness, Hazard Mitigation Grant Programs, and in accordance with Housing and Urban Development (HUD) Community Development Block Grant Project regulations. All responses will be evaluated in accordance with the selection criteria identified in the Request for Proposals Packet. The Packet also identifies the Preliminary Scope of Services to be performed by the selected firm.
 
Franklin Parish Police Jury will begin contract negotiations immediately following selection of successful respondent.
 
Interested parties are invited to secure a Request for Proposals Packet from the Franklin Parish Police Jury Office, Attn: Sam Wiggins Boyd, Secretary/Treasurer, 6558 Main Street, Winnsboro, LA 71295. Proposal packets may be obtained upon request beginning October 21, 2020. Responses to this Request must be hand delivered or mailed to the Franklin Parish Police Jury at the above-named address in such a manner that it is received no later than 10:00am, on Monday, November 16, 2020 at 10:00 AM, contact person Sam Wiggins Boyd, Secretary/Treasurer.
