IMPORTANT ANNOUNCEMENTS Bid Law Requirement Update: Act 406 Electronic Bond Submission May Be Required
Vendors will be required to submit certain documentation with SOQ submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each SOQ package. Vendors should continue to carefully read and respond accordingly per the requirements of the SOQ packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. If the SOQ documents require a surety, vendors submitting responses to Jefferson Parish through this site must submit an electronic bond through the respective online clearinghouse bond management system(s). You may click the link below to use:

Vendors submitting a SOQ with multiple uploaded images/photos of bid responses are solely responsible for clarity. REQUEST FOR STATEMENTS OF QUALIFICATIONS

FORENSIC SERVICES
The Parish of Jefferson is hereby soliciting Statement of Qualifications from individuals or firms interested in contracting with the Parish to provide forensic evaluations for the 24th Judicial District Court and Parish Courts.

Minimum Requirements for Selection
Individuals performing evaluations must be board certified licensed psychologists and psychiatrists.
Individual performing evaluations shall have a minimum of 3 years of experience assessing court ordered mental competency examinations of defendants upon order of the Court(s) and in accordance with applicable laws for appointment of sanity commission.
The selected candidate shall not assign, transfer or subcontract, in whole or in part, the scope of professional services underlying the ensuing agreement.
Qualifying applicants shall conform to appropriate professional ethical guidelines regarding scope of practice.
Compensation
The candidate shall propose a price per evaluation.
Evaluation Criteria
The following ranking criteria will be used to evaluate the submittals from each firm:
Proposer’s qualifications. (35) points
Demonstrated ability to provide the required services, including evaluations, comprehensive and high-quality testimony and evaluation reports. (35) points
Demonstrated ability to respond to the Courts’ needs on a timely basis. (30) points
All firm or individuals must submit a Statement of Qualifications (General Professional Services Questionnaire). Please obtain the latest General Professional Services Questionnaire), by calling the Purchasing Department at (504) 364-2678 or (504) 364-2682.
Submissions are to be submitted on the eProcurement site at www.jeffparishbids.net.
These submissions will only be accepted electronically via the Parish’s e-Procurement system, Central Bidding. Central Bidding can be accessed by visiting either www.centralauctionhouse.com or www.jeffparishbids.net. All vendors will be required to register with Central Bidding. Jefferson Parish vendors are able to register for free by accessing the following link: www.centralauction.house.com/registration.
No submittals will be accepted after the deadline.
Affidavits are not required to be submitted with the Statement of Qualifications (General Professional Services Questionnaire) but shall be submitted prior to contract approval.
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial Court.
