Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with SOQ submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each SOQ package. Vendors should continue to carefully read and respond accordingly per the requirements of the SOQ packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. The Parish of Jefferson is hereby soliciting the submittal of Statements of Qualifications (Jefferson Parish Professional Services Questionnaire) from firms or individuals interested in representing Jefferson Parish before Federal Agencies, State Agencies and/or Federal and State agencies (combined), and to act as legislative and administrative consultant for the Parish of Jefferson in Washington, D.C. and/or Baton Rouge, Louisiana, and in such other places, such as Federal and/or State regional offices, as appropriate, for a two (2) year term.

Additional Notes/Requirements
All firms or individuals must submit a Statement of Qualifications (Jefferson Parish Professional Services Questionnaire). Please obtain the latest questionnaire form by contacting the Purchasing Department by telephone at 504-364-2678 or 504-364-2682. Or by clicking on “Business with the Parish’ under Business Services, and then clicking on “General Professional Services Questionnaire”. Interested firms/individuals must submit their statements and questionnaire on Central Bidding no later than 4:30 P.M. on November 10, 2020. The Parish will no longer accept manual submissions, these submissions will only be accepted electronically via the Parish’s e-Procurement system, Central Bidding. Central Bidding can be accessed by visiting either www.centralauctionhouse.com or www.jeffparishbids.net. All vendors will be required to register with Central Bidding. Jefferson Parish vendors are able to register free by accessing the following link: www.contralacutionhoust.com/registration.

The instructions state that a Professional Services Questionnaire be submitted. There is a Legal Services Questionnaire also included in the bid documents. Is this Questionnaire required for submittal if the vendor is not an attorney?

There are three types of Questionnaires; The General Professional Services Questionnaire shall be used for all professional services except outside legal services and architecture, engineering, or survey projects. The Professional Legal Services Questionnaire shall be used for outside legal services. The Technical Evaluation Committee (TEC) Questionnaire shall be used for professional services related to architecture, engineering, or survey projects. The two questionnaires have been provided for you to select from. If the Legal Services Questionnaire applies to your firm then, do both. The descriptions above tell you how they apply and are different.
