site. For convenience, bidders may also submit bids in the East Bank Purchasing Department, Suite 404, Jefferson Parish Joseph S. Yenni Building, 1221 Elmwood Park Blvd., Jefferson, LA 70123. However, if submitting bids on the day of bid opening, bidders must submit at the West Bank location only. All bids will be publicly opened at the West Bank location at 2:00 pm for the following project: This project consists of the construction of U-Turn lanes over new drainage box culverts. The work will be located on W. Esplanade Avenue near the intersection of Harvard Avenue. The construction of the U-Turn lanes will require the following work: drainage excavation of the canal bottom required for the installation of bedding material and box culverts, general excavation of canal banks above the mean water elevations, removal of subsurface lateral drainage piping, full depth removal of asphaltic and Portland cement concrete pavement, and cold-plaining of the existing asphalt road surface. Upon completion of the removal of said items, the following construction work will be required: installation of bedding material and concrete box culverts, installation of drainage manholes and lateral drainage extensions, installation of concrete slope paving at the discharge of lateral drainage, installation of vinyl sheet pile and rip-rap, installation of granular backfill and roadway base course, installation of new concrete pavement for the U-turn lanes, full depth restoration of asphaltic and Portland cement concrete pavement, overlay of asphalt pavement, and installation of new curbs, curb and gutter, sidewalks and handicap ramps.
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders must show the Bid Number on the outside of their bid envelope. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner. If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete set of Contract Documents may be secured from AIMS Group, Inc., 4421 Zenith Street, Metairie, Louisiana 70001 (PHONE 504-887-7045, FAX 504-887-7088) by licensed contractors upon receipt of $125.00 per set.
Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract. Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law. However, failure to attend the pre-bid conference shall not relieve the bidder of responsibility for information discussed at the conference. Furthermore, failure to attend the pre-bid conference and inspection does not relieve the successful bidder from the necessity of furnishing materials or performing any work that may be required to complete the work in accordance with the specification with no additional cost to the owner.
