Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with RFP submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each RFP package. Vendors should continue to carefully read and respond accordingly per the requirements of the RFP packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. The Jefferson Parish Department of Purchasing is soliciting Request for Proposals (RFPs) from qualified proposers to provide Food and Related Services for the Jefferson Parish Field Staff during a Declared Emergency, Department of Emergency Management.
 
The proposer will be required to purchase all items to prepare, cook, serve, and clean-up after each set meal time (Breakfast, Lunch, and Dinner). Proposers shall be required to submit a sample menu with their submissions.
 
All proposals will be evaluated on criteria such as vendor’s technical proposal, qualifications and experience, financial profile and proposal responsiveness and other criteria more specifically defined in the RFP document.  The maximum total points for each proposal are set at 100 points.
                       
Pre–proposal Conference: NOT REQUIRED
 
Submittals will be accepted through Central Bidding at www.jeffparishbids.net until
3:30 p.m. cst. on January 28, 2022. RFPs may be obtained by visiting the Jefferson Parish Purchasing Department webpage at www.http://purchasing.jeffparish.net and selecting the LaPAC Tab or via Central Bidding, www.jeffparishbids.net. Submissions will only be accepted electronically via the Parish’s e-Procurement system, Central Bidding. All vendors will be required to register with Central Bidding.
 
No proposals will be received after 3:30 p.m. cst on January 28, 2022.

We have the following questions regarding the RFP: 1. The RFP references the use of an existing kitchen, where available. What other equipment would the proposer need to provide at the site(s) for meal service (i.e., steam tables, salad bars, refrigeration, etc.)? 2. Does a facility exist for meal serving and dining at the site(s), or will the proposer need to provide the facility? 3. In section 1.4 of the RFP (Proposer Minimum Requirements), it states that “the proposer must be able to respond and provide services within twenty-four (24) hours of telephone or electronic Notice to Proceed.” Could the Parish please clarify if the meals must be prepared and ready to serve within 24 hours of Notice to Proceed?

Please confirm that the subcontractor affidavit is not required with the proposal as section 1.13 Required Signed and Notarized Affidavits states *Pre-placed emergency contracts shall be exempted from submitting the Subcontractor Affidavit.
