DISASTER DEBRIS REMOVAL AND DISPOSAL

 George County is soliciting sealed proposals for Disaster Debris Removal and Disposal services in response to the impact of Natural Disasters, Hurricanes and related Storm Events.
Notice is hereby given that George County will receive proposals until 10:00 a.m. (local time), on the April 19, 2021, in the office of the Chancery Clerk, 355 Cox Street, Lucedale, MS 39452; and will be shortly thereafter opened in the Board of Supervisors’ Meeting Room and read aloud.
 
The Purpose of this RFP and subsequent contracting activity is to secure the services of qualified, experienced contractor(s) who is capable of efficiently removing large volumes of disaster-generated debris from a large area in a timely and cost-effective manner and lawfully disposing of all debris. Work on which proposals are invited consists of a one-year term contract, with the option to extend the contract for one additional year, if the board so chooses. The attention of bidders is directed to the State and Federal Requirements within this Contract.
 
Envelopes containing the proposal must be sealed, addressed to The Chancery Clerk of George County, and designated as proposal for the following items described, to wit:

If any envelope is not so marked, any proposal contained therein will not be considered.  Any proposal received after the time and date specified will not be considered and will be returned unopened. All proposal envelopes should contain the offer’s name and mailing address on the outside of the envelope and also specify the name of the item for which the proposal is submitted.
 
A contractor’s certificate of responsibility number, or a statement that the proposal inside is less than $50,000, shall appear on the outside or exterior of the envelope or container of such proposals, failing which, said proposal shall not be opened or considered.
 
Contractors also have the option of submitting their proposals electronically through www.centralbidding.com. When submitting an electronic proposal, the proposal must be submitted in “pdf” format and shall contain the same information and forms as required for the paper proposals. When submitting a proposal electronically, the authorized signature may be a hand-written blue ink signature or be an electronic signature. When proposals are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the proposal enclosed does not exceed Fifty Thousand Dollars ($50,000), on the exterior of the proposal envelope shall be deemed in compliance by including the same information as an attachment with the electronic proposal submittal.
 
The Board of Supervisors hereby notifies all parties offering said proposals that it will affirmatively ensure that minority business enterprise will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The County reserves the right to reject all proposals or to waive any informalities and to postpone the award of the Contract for a period of time which, however, shall not extend beyond 180 days from the date of receipt.
