Sealed bids will be received until the hour of 2:00 P.M., local time on Tuesday, January 5, 2016 in the Purchasing Department, Suite 4400, Jefferson Parish General Government Building, located at 200 Derbigny Street, Gretna, Louisiana, 70053, and publicly opened upon completion of administrative tasks for the following: 
 
DRAINAGE IMPROVEMENTS TO 17TH STREET CANAL
AIRLINE DRIVE TO HOEY’S CANAL
JEFFERSON PARISH DEPARTMENT OF PUBLIC WORKS
DEPT. OF PUBLIC WORKS NUMBER 91-042-DR

The project consists of the construction of approximately 700 linear feet of a ten (10) foot high concrete floodwall, 750 linear feet of a two (2) foot high concrete retaining wall, concrete slope paving, pile foundations, removal of existing timber canal bottom and slope paving, reconstruction of concrete roadway and performing other incidental construction in accordance with the contract documents.  The canal work required for this project is classified as Heavy Construction; the road work is classified as Highway, Street and Bridge Construction.  A Louisiana Contractor’s License in both of these categories is required.
 
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  Each bid shall be enclosed in a sealed envelope showing the Proposal Number, and the name, address, and license number of the bidder.  Late bids will not be accepted.
 
Each Bid must be accompanied by certified check, cashiers check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner as a guarantee that the bidder, if awarded the contract, will promptly execute a contract in accordance with his proposal and all terms and conditions of the contract documents.  Sureties for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.   If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid solicitation on Central Auction House.  No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
 
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  A complete set of Contract Documents may be secured from Linfield, Hunter & Junius, Inc., 3608 18th Street, Metairie, LA 70002 (PHONE: 504-833-5300, FAX: 504-833-5350) by licensed contractors upon receipt of $100.00 per set.  Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
 
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract. Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
 
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law.
 
A MANDATORY Pre-Bid Conference will be held at 10:00 a.m. on Thursday, December 10, 2015 in the Jefferson Parish General Government Building, located at 200 Derbigny Street, Suite 4400, Gretna, LA  70053.  All interested parties must attend.  Bidders failing to attend the mandatory pre-bid conference will be prohibited from submitting a bid.
 
Other than as provided in LSA-R.S. 38:2214, no bidder may withdraw a bid within 45 calendar days after the actual date of opening.
 
The successful bidder shall begin mobilization and procurement of materials within 10 days of the receipt of the Notice to Proceed.
 
The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under Contract, Section 3 Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.
 
The successful bidder must submit executed copies of Section 3 Certification Compliance Packet, Contractors Section 3 Compliance Certification, Permanent Employee List, Contractor Workforce Analysis, Section 3 Debarment Certification, and Bid Announcement documents prior to contract execution.
