Sealed bids from Contractors will be received by Allen Parish Libraries, Attn: Renee Grantham, Director,
320 S. 6th Street, Oberlin, Louisiana 70655 on Tuesday December 23, 2014 at 2:00 p.m. CST for all
labor, materials, and equipment required to fully complete the Project entitled “ALLEN PARISH LIBRARY
- OAKDALE BRANCH, ADDITIONS AND RENOVATIONS, 405 EAST 6TH AVENUE, OAKDALE,
LOUISIANA”. Bids will be publicly opened and read aloud shortly after the time and at the place stated
Complete Bid Documents for this Project are available in electronic form. They may be obtained from
Central Bidding / Central Auction House at https://www.centralauctionhouse.com, (225) 810-4814.
Printed copies are not available from the Architect, but arrangements can be made to obtain them
through most reprographic firms. Plan holders are responsible for their own reproduction costs.

Bids shall be accepted only from Contractors who are licensed by the State of Louisiana for the
classification of Building Construction and registered as a Prime Bidder with Central Bidding /
Central Auction House at https://www.centralauctionhouse.com. No bid may be withdrawn for a
period of forty-five (45) days after receipt of bids, except under the provisions of La.R.S. 38:2214.
A MANDATORY PRE-BID CONFERENCE WILL BE HELD
at 10:00 a.m. CST on Tuesday, December 9, 2014
at Allen Parish Libraries Oakdale Branch 405 E. 6th Avenue, Oakdale, Louisiana 71463
Each bid will be accompanied by a certified check, cashier’s check or Bid Bond payable to the Allen
Parish Libraries, the amount of which shall be 5 percent (5%) of the proposed base bid plus all alternates.
Money orders will not be accepted. This shall be given as guarantee that the Bidder will execute the
Contract, if it is awarded to him, in conformity with the Contract Documents. If Bid Bond is used, it shall
meet the requirements according to R.S. 38:2218.
The Owner reserves the right to reject any and all bids for just cause. In accordance with LA R.S.
38:2212 (A)(1)(b), the provisions and requirements of this section and the Bid Form shall not be
considered as informalities and shall not be waived by any public entity.
Contract, if awarded, will be on a single lump sum basis to Bidders licensed under the provisions of
Contractor's Licensing Law of the State of Louisiana. If the Bidder is notified of the acceptance of the bid
within forty-five (45) days of the opening of bids, he agrees to execute a Contract for the Work accepted,
in the Standard Form of AIA Contract Document A-101, within ten (10) days after receipt of written notice
from the Owner that the instrument is ready for signature, and that he will complete the Work within Two-
Hundred-Seventy (270) calendar days following Notice to Proceed as stipulated in Section 8.2 of the
General and Supplementary Conditions.
The Contractor will be subject to reimburse to the Owner Liquidated Damages of Five Hundred Dollars
($500.00) per calendar day as stated in Section 8.4 of the General and Supplementary Conditions for
each calendar day that completion is delayed beyond the adjusted Contract Time.
The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal
to 100 percent (100%) of the Contract sum in accordance with Section 11.4 of the General and

All bids must be received on or before the time specified and must be plainly marked on the outside of the
