The Mississippi State Port Authority at Gulfport (MSPA) is seeking the services of a Consultant to assist the MSPA in the preparation of a new comprehensive Strategic Master Plan (SMP) for the Port of Gulfport.  To further improve the Port’s involvement in maritime, Department of Defense, non-maritime and commercial successes, the MSPA is requesting proposals from qualified individuals or firms interested in assisting the Port in developing a new short-term vision and long-term vision strategic master plan. This plan should align with the State Defense Plan related to dual-use defense and non-defense use of the Port.  The plan will also need to provide a framework for positioning the Port’s competitive position in the industry and assessing opportunities for land-side investments and marine cargo business developments.
 
The MSPA will receive proposals from Consultants having specific experience and qualifications in the areas identified in the solicitation.  For consideration, proposals for these services must contain evidence of the Consultant’s experience and abilities in the specified areas and other disciplines directly related to the proposed services.
