Sealed Bids will be received in the West Bank Purchasing Department, Suite 4400, Jefferson Parish General Government Building, 200 Derbigny Street, Gretna, LA 70053 until 2:00 pm, October 11, 2018, and publicly opened thereafter. At no charge, bidders may submit via Jefferson Parish’s electronic procurement page by visiting www.jeffparishbids.net to register for this free site. For convenience, bidders may also submit bids in the East Bank Purchasing Department, Suite 404, Jefferson Parish Joseph S. Yenni Building, 1221 Elmwood Park Blvd., Jefferson, LA 70123. However, if submitting bids on the day of bid opening, bidders must submit at the West Bank location only.  All bids will be publicly opened at the West Bank location at 2:00 pm for the following project: 
 
Central Avenue Water Main Rehabilitation (Airline Drive to Karen Avenue)
 Public Works Project Number 2013-019--WR
This project includes the following: approx. 2800 LF of water main installation (C-900 and Ductile Iron) with new services; two water main segments will be in jacked casing under RR tracks, totaling 487 LF.  Abandon existing 6” ACP main of same length.  Install 2,343 LF roadside subsurface drainage in diameters from 15” to 24”.  Widen existing 20 ft. wide concrete/asphalt composite roadway section by 2 ft. to either side of roadway, and perform 2” HMA overlay of  2570 LF two-lane roadway.
 
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders must show the Bid Number on the outside of their bid envelope. Late bids will not be accepted.
 
Each Bid must be accompanied by certified check, cashier’s check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner. If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
 
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  A complete set of Contract Documents may be secured from Principal Engineering, Inc., 1011 N. Causeway Blvd., Suite 19, Mandeville, LA 70471 (PHONE 985-624-5001, FAX 985-624-5303) by licensed contractors upon receipt of $125.00 per set. Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
 
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract. Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
 
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law. Jefferson Parish and its partners as the recipients of federal funds are fully committed to awarding a contract(s) to firm(s) that will provide high quality services and that are dedicated to diversity and to containing costs. Thus, Jefferson Parish strongly encourages the involvement of minority and/or woman-owned business enterprises (DBE’s, including MBE’s, WBE’s and SBE’s) to stimulate participation in procurement and assistance programs.
 
 
All prospective bidders are invited to attend the non-mandatory pre-bid conference which will be held at 10:00 a.m., on September 24, 2018 in the Jefferson Parish Purchasing Department, 200 Derbigny Street, Suite 4400, Gretna, LA  70053.   However, failure to attend the pre-bid conference shall not relive the bidder of responsibility for information discussed at the conference.  Furthermore, failure to attend the pre-bid conference and inspection does not relieve the successful bidder from the necessity of furnishing materials or preforming any work that may be required to complete the work in accordance with the specification with no additional cost to the owner.
