The HTHA is now soliciting sealed bids from qualified, licensed and insured entities to provide all services and work to provide for the development of two modular duplexes on two vacant lots. One duplex is to be developed on the lot located at 7510 Park Avenue. The second duplex will be located at 6191 Grand Caillou Road, Houma. The work requested under this RFP is funded by Department of Housing and Urban Development and Terrebonne Parish.
"Modular duplex" means factory-built, residential dwelling units built to the International Residential Code as adopted by the Louisiana State Uniform Construction Code Council, applicable building codes for new residential modular construction, use of Energy Star systems, devices, and appliances, and other federal requirements and applicable state and local laws, codes, ordinances, and regulations. Each modular duplex shall be elevated as required by Parish flood management and FEMA regulations.
The selected entity must also provide all services necessary to obtain the appropriate building permit and obtain approvals required by the Terrebonne Parish Consolidated Government Department of Planning & Zoning and the South Central Regional Construction Code Council. All laborers and mechanics involved this contract who conduct work on site must be paid wages in accordance with Federal labor standards issued pursuant to the Davis-Bacon Act by the Department of Labor (DOL).
The solicitation method used herein is sealed bid. All bids submitted in response to this solicitation must conform to all of the requirements and specifications outlined in the IFB. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:2212(B) (5).
Bid must be received no later than 2 P.M. Local Time on February 8, 2016 at Houma-Terrebonne Housing Authority, 7491 Park Avenue Houma, LA 70364.

No bid shall be considered or accepted unless the bid is accompanied by bid security in an amount of five percent (5.0%) of the base bid and all alternates. The bid security shall be in the form of a certified check or cashier's check drawn on a bank insured by the Federal Deposit Insurance Corporation, or a Bid Bond written by a surety company licensed to do business in Louisiana and signed by the surety's agent or attorney-in-fact. The Bid Bond shall be written on the Bid Bond Form included herein, and the surety for the bond must meet the qualifications stated thereon. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.
Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof except as provided by law.
The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
