Sealed bids for the construction of Industrial Rail Improvements for AITX Rail Car Services, CDBG Project No. 1138-21-043-ED-01 for Lincoln County in Brookhaven, Mississippi, will be received by Doug Falvey, President of the Lincoln County Board of Supervisors, Mississippi, until 10:00 AM local time on March 29, 2022 at the Board Room located at 301 South First Street, Brookhaven, MS  39601, and shortly thereafter will be opened and publicly read. Electronic bids can be submitted at www.centralbidding.com.  For any questions relating to the electronic bidding process, please call 225-810-4814.
 
The work involved in the project includes site work, new 110# track construction, installation of switches, turnouts, and other miscellaneous work as noted in the contract documents. The materials shall meet the requirements of the plans, contract documents and AITX.  All documents required for bidding purposes may be obtained from Dungan Engineering, P. A., 120 East Chickasaw Street, Brookhaven, Mississippi 39601, (601) 823-7026 or Official bid documents can be downloaded from Central Bidding at www.centralbidding.com.  A non-refundable deposit of $100.00 is required at the time of request for Construction Drawings and Contract Documents.  A copy of the Contract Drawings and Documents may be examined at the office of Dungan Engineering, P. A., 120 East Chickasaw Street, Brookhaven, Mississippi 39601 or at www.dunganeng.com/bids.
 
This construction project is financed by the Mississippi Development Authority, Community Services Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1138-21-043-ED-01, and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.
 
      The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.
 
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents.  Lincoln County reserves the right to waive irregularities and to reject any and/or all bids.
