City of Pass Christian, Mississippi
The City of Pass Christian, Mississippi, will receive bids for:
Residential Remote Reading
at the Office of the City Clerk, City Hall, Pass Christian, Mississippi, during normal office hours at any time prior to the designated bid date, but not later than 3:30 p.m. on the date of the bid opening. Bids will be publicly opened and read aloud at a regular meeting of the Board of Aldermen at 6:00 P.M., February 8, 2022. The meeting will be held at the Board meeting room in the City Hall Complex located at 200 West Scenic Drive, Pass Christian, MS.
All bids must be addressed to the City of Pass Christian marked “SEALED BID TO BE OPENED AT 6:00 P.M., 8th DAY, FEBRUARY, 2022”, and specify the name of the bid item. If a bid is submitted by mail, the address of City of Pass Christian is “200 West Scenic Drive, Pass Christian, MS 39571”. If a bid is hand-delivered, the street address is the same as the mailing address.
When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall include a document representing the cover of the envelope containing the aforementioned criteria.
Bids are invited for the furnishing of materials, equipment, labor, and incidentals necessary to remove and replace the existing residential and government account water meters.
Contract Documents, including Drawings and Technical Specifications, are on file at the Office of City Clerk, at City Hall, Pass Christian, Mississippi. Contract Documents may also be examined at the office of the Design Engineer, Compton Engineering, Inc., 3036 Longfellow Drive in Bay St. Louis, or online at www.comptonengineeringplans.com. The bid documents are being made available online via original paper copy or compact disc upon payment $150.00 per paper copy and $50.00 per compact disc. The drawings bound in the bid documents are photographic reductions of the original tracings. Cost includes shipping and handling for each set. The cost of bid documents is non-refundable and bid documents must be purchased through the website. Return of documents is not required. All plan holders are required to have a valid email address for online registration. A certified check or bank draft payable to the order of City of Pass Christian, Mississippi, negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid for City of Pass Christian, “Installation of Residential Remote Reading Water Meters- Phase I”, shall be submitted with each bid.
The Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current commercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the correct classification of licensure that will allow the perspective bidder to perform the work described in the bid documents.
The City of Pass Christian, Mississippi, reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also reserves the right to reject any or all bids or to waive any informalities in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.
Bids may be held by the City of Pass Christian, Mississippi, for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
