Request for Proposals for
COMMUNICATIONS SERVICES PROVIDER
Notice is hereby given that the Lafayette Airport Commission (LAC) will receive sealed Proposals until 1:00 p.m. on Tuesday, May 26, 2020, at the offices of the Lafayette Airport Commission, 222 Tower Drive, Lafayette, LA 70508-2124, for Communications Services Provider. The scope of work for this project will include local and long-distance phone services, WiFi, dedicated internet services as well as television services for the LFT New Terminal Facility, in accordance with the terms and conditions and specifications set forth in this solicitation. It is the objective of the LAC to make available reliable connectivity for its customers, tenants and staff by entering into a contract with a qualified communications service provider. Proposals received after the above stated date and time will be returned unopened to the sender.
The Proposer must be licensed to perform Work in the state of Louisiana and shall have a minimum of five (5) years’ experience as a Communications Services Provider.
The Request for Proposals, which includes the scope or work, instructions to providers, general information, general conditions, standard terms and conditions, exhibits/appendices, and forms for this project may be obtained at the offices of the Lafayette Airport Commission, 222 Tower Drive, Lafayette, Louisiana 70508, (337) 266-4401, Monday through Friday, 8:00 a.m. - 4:00 p.m.Each interested party requesting printed Proposal Documents will be required to submit, to the LAC, a Fifty and No/100 dollar ($50.00) non-refundable deposit to cover the cost of reproduction. Proposal Documents in PDF format may be obtained by sending an email request to Jennifer Comeaux at email@example.com. Request for Proposals are also available online and proposals may also be submitted online at: https://www.centralauctionhouse.com. Use only original proposal forms which are part of the Request for Proposals. The LAC does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of the Request for Proposals.
The LAC in making the Request for Proposals available on the above terms, do so only for the purpose of obtaining proposals on the work and do not confer a license or grant for any other use. Questions about this project shall be placed in writing and directed to:

A non-mandatory pre-proposal conference will be held on Thursday May 14, 2020 at 2:00 p.m. in the Conference Room of the Lafayette Airport Commission Administration Building, 222 Tower Drive 70508. No other site visits will be allowed/conducted outside of the pre-proposal conference, unless at the sole request of the LAC. All prospective proposers are highly encouraged to attend. Important operational and security information which may affect proposals will be presented at this meeting.
The LAC reserves the right to waive any irregularities in any Proposal, to reject any or all Proposals, to re-advertise for Proposals, and to accept the Proposal which, in the judgment of the LAC, even though it does not offer the lowest direct financial expenditure, is nevertheless deemed the most advantageous for the public and the LAC, i.e., the most responsible Proposal.
Each proposal must be accompanied by a proposal security (certified check, cashier’s check or bond with power of attorney) for an amount equal to FIVE PERCENT (5%) of the total proposal and all alternates. MONEY ORDERS WILL NOT BE ACCEPTED. Such security to be equal to five percent (5%) of the net amount proposed, including taxes. If a bond is used, it must be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write bonds which is either domiciled in Louisiana or owned by Louisiana residents. No bond indicating an obligation less than five percent (5%) by any method is acceptable.
The successful Proposer shall be required to furnish a Performance Bond, written by a surety or insurance company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount, and all alternates, and who is currently on the U.S. Department of the Treasury Financial Management Service List of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders’ surplus as shown in the A.M. Best's Key Rating Guide, or by an insurance company that is either domiciled in Louisiana or owned by Louisiana residents and is licensed to write surety bonds.
It is the policy of the Lafayette Airport Commission (LAC) to create a level playing field on which Small Business Enterprises (SBEs) can compete fairly for opportunities.In compliance with the LAC’s commitment for inclusion of small businesses and to be eligible for award of a contract, the Proposer MUST demonstrate Good Faith Efforts to identify and include SBE participation in is proposal.
An SBE must meet the following criteria:
The firm MUST be at least 51% owned and controlled by an economically disadvantaged individual. Economically disadvantaged is defined as a person whose personal net worth is less than $1.32 million.
The economically disadvantaged owner MUST be a resident of Louisiana.
The firm MUST meet the Small Business Administration’s size standard and MUST NOT exceed $23.98 million gross receipts.
LAC will accept businesses certified as SBE by the Louisiana Department of Transportation and Development (LADOTD) Small Business Element (SBE) Program. SBE firms certified by the LADOTD can be found at http://www.laucp.org/UCP/UCPSearch.aspx.
LAC will also accept certified Small Entrepreneurs certified through the Louisiana Division of Administration (LDOA) - Louisiana Hudson Initiative Small Entrepreneurship Program. All Proposers shall comply with the security requirements which includes but is not limited to written certification.
