CITY OF GULFPORT
Invitation for Proposals
The City of Gulfport is requesting proposals from qualified firms for the Operations and Maintenance of the Water, Sewer, Streets, and Drainage systems and Other Systems of the City of Gulfport.
One (1) original, six (6) sealed copies, and One (1) digital version of the completed technical proposal must be received at Procurement Office, 1410 24th Avenue, Gulfport, MS 39501, no later than 4:00 p.m. on August 17, 2021, after which time they will be delivered to the selection committee. Any proposal received after this deadline will be returned unopened. We anticipate awarding this contract on or before September 21, 2021 with the contract taking effect on October 1, 2021. The Cost Proposal shall be submitted in a separate sealed envelope.
Request for Proposal packages may be obtained at the Procurement Office, 1410 24th Avenue, Gulfport, MS 39501. All inquiries should be directed to the Purchasing Office by email: firstname.lastname@example.org or facsimile (228) 868-5705, not less than seven (7) business days prior to the proposal due date. All questions must be submitted in writing; telephonic inquiries will not be considered.
Proposals submitted in response to this RFQ must be valid for a period of ninety (90) days from proposal submission deadline, and must be so marked.
The selection committee will review each proposal based on the below listed grading criteria and select a qualified firm. The committee may develop a short list from which interviews will be scheduled. The award will be made on a quality based selection from a review only of data submitted in response to this RFQ. A written contract may be awarded to the individual/firm whose proposal is determined by the committee to be the most advantageous to the City.
Proposals for this project will be rated according to the following criteria totaling 100 points:

A pre-proposal conference will be held on July 13, 2021 at 10:00 am in the conference room of the Gulfport Engineering Department, 4050 Hewes Avenue, Gulfport, MS 39507, to offer the proposers the opportunity to review the existing equipment and operations building, work area, and to address any further issues at that time that are relative to the requested services. This pre-proposal conference will also be held via a virtual platform for those not able to attend in person.
The Mississippi State Board of Contractors requires the successful proposer to have a Certificate of Responsibility number AND State Contractor’s license to enter into a contract for Operating and Maintaining the Water, Sewer, Streets and Drainage System and Other Systems. The qualifying area of construction expertise is “Municipal and Public Works”.
Section 3 Requirement
Section 3 of the Housing and Urban Development Act of 1968 requires that the City and contractors participating in CDBG projects give opportunities for job training and employment to lower income residents of the Section 3 area. Section 3 also requires that “to the maximum extent feasible” contracts for work in connection with Section 3 covered projects be awarded to business concerns that are located in or owned in substantial part by persons residing in the Section 3 area.
