REQUEST FOR STATEMENT OF QUALIFICATIONS FOR PROFESSIONAL ENGINEERING SERVICES FOR WATERLINE IMPROVEMENTS ON EASTLAWN AND PINECREST PARK SUBDIVISIONS 
The City of Pascagoula, Mississippi, will be accepting qualification statements for Engineering services for waterline improvements utilizing Fiscal Recovery Funds provided under the American Rescue Plan Act (ARPA).  The project includes the replacement and relocation of failing water distribution infrastructure serving 8th, 9th, 10th, 11th, 12th, and 13th Streets between Ingalls Avenue and Taylor Avenue as well as south Fernwood Street, Rosewood Street, Dogwood Street, and Redwood Street.  Attached is an aerial map of the areas that require waterline improvements.  The existing infrastructure requires extensive regular maintenance and is a significate source of water outages and boil-water notices in the City.  Additionally, the existing system is undersigned and incapable of providing the necessary fire flows for the areas in question.  The proposed improvements would upsize the waterlines serving these areas and relocated the lines from alleyways to the street-side of the residences.  The majority of the proposed lines will be installed outside of the asphalt within the street rights-of-way in order to improve meter and valve access, hydrant location, and maintenance issues.  Engineering services shall include providing program management, surveying, maps, plats, engineering design, bidding, contract administration, construction observation services and contract closeout documents including field survey verification of construction and preparation of as-built drawings.  Criteria for engineer selection shall be based upon the following:

Upon completing the review process, contract negotiations will proceed with selected engineer.  In the event that a contract cannot be negotiated with the most highly qualified firm, negotiations will continue in order of qualification.

Letters of interest shall include the name of the firm, name of the licensed MS professional to be in charge of the work, overview of the project team and experience record relative to scope of work, statement regarding potential conflicts of interest, organization chart, list description of any past litigation activities, list of any proposed subcontractors, and a signature of the authorized agent of the firm.
