services of surplus property. Proposals will be received by Ascension Parish Government at the Ascension Parish Government Purchasing Office, 615 E. Worthey Street, Gonzales, Louisiana 70737 (mailing address PO Box 2392, Gonzales, LA 70707-2392) until November 9, 2017, 4:00 pm local time.
The Ascension Parish Government is seeking competitive proposals from qualified Auctioneers to conduct a public auction of surplus assets.
The auctioneer shall hold all licenses and permits required by the State of Louisiana.
The Auctioneer should have sufficient experience in conducting surplus governmental auctions. Minimum Requirement: Should have conducted at least Two (2) Auctions a year for different governmental agencies for the last Five (5) years. The Auctioneer must submit proof of this experience with his or her bid.
Auctioneer will need to provide a complete and experienced staff to conduct the public auction. This includes auctioneers and ring men; set-up and checkout personnel; clerks and cashiers. The Auctioneer must provide a computerized auction service to facilitate the administrative aspects of the auction. The Auctioneer must provide a notary to handle the transfer of any titles.
The Auctioneer will need to schedule date, and times of auction through the Ascension Parish Purchasing in sufficient time to provide public notice. The auctioneer will advertise the auction in such media sources as newspapers, trade journals and internet media which deal with the type of surplus assets to be sold. The Auctioneer will also mail (if applicable) brochures, describing the assets to be sold to known buyers of governmental surplus assets.
The Auctioneer will need to have General Liability Insurance in the amount of no less than One Million Dollars ($1,000,000.00). The Auctioneer must provide a certificate of coverage with his or her bid.
The Auctioneer will need to collect all proceeds of the auction and remit net proceeds, less Auctioneers commission, within ten (10) banking days following the auction. The Auctioneer also will be responsible for collecting and remitting any sales taxes for the proper taxing authorities.
The Auctioneer will bid a percentage based on the gross proceeds of the auction. No bidders or buyers fees will be accepted.
The selected firm will be invited to enter into a contract with Ascension Parish Government. This contract will stipulate the terms and conditions of the services to be provided. The contract term shall be for one year, with the option to renew in one-year increments up to a total of three years.
The Auctioneer Will be responsible for all aspects of the auction.

The Parish of Ascension reserves the right to disqualify any Bid , response to a Request for Qualifications, or Request for Proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana.
Ascension Parish Government reserves the right to reject any and all bids for just cause.
