NOTICE OF INVITATION TO BID
Notice is hereby given that sealed or electronic bids will be received by the Board of Aldermen at the Town of Tutwiler, Mississippi for the purpose of purchasing ONE (1) OR MORE NEW GRAPPLE LOADER TRUCK(S). BID SPECIFICATIONS (NO PRICES) will be accepted until 5:00 P.M. on Friday, April 9, 2021. Bid Specifications and Procedures may be obtained by contacting the Town of Tutwiler Purchasing Department at 662-345-8321, located in the Tutwiler City Hall at 201 Tallahatchie Ave., Tutwiler, MS 38963. Bid Specifications may be submitted by Electronic Submittal at www.centralbidding.com.
All Electronic Bid Specifications and Procedures may be obtained and submitted electronically at www.centralbidding.com. For questions relating to electronic downloads and submittals and/or the bidding process, please call Central Bidding at 225-810-4814. Bid Specifications and Procedures will be evaluated and vendors submitting acceptable Specifications and Procedures will be invited by email (no later than Wednesday, April 14, 2021) to submit PRICED BIDS. FINAL BIDDING WILL BE HELD BY ELECTRONIC REVERSE AUCTION ON THURSDAY APRIL 15TH, 2021, AT www.centralbidding.com BEGINNING AT 10:00 AM AND ENDING AT 10:30 AM (CST).
ELECTRONIC BIDS and/or REVERSE AUCTION bids may be submitted at www.centralbidding.com. For any questions related to the electronic bidding process, please call Central Bidding at 225-810-4814. After careful consideration the TOWN OF TUTWILER BOARD of ALDERMEN will officially award the bid at the next scheduled Board meeting on Monday, MAY 4, 2021 AT 6:00 PM.
If the agency is closed for any unforeseen reason, which closure prevents the acceptance, opening of Electronic bids, or the live Reverse Auction at the advertised date and time, all bids shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. All reverse auctions shall begin on the next business day that the agency shall be open and at the previously advertised time. The agency shall not be held responsible for the receipt of any bids for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each vendor/contractor shall be required to ensure the delivery and receipt of its sealed and/or electronic bid by the agency prior to the new date and time of the bid opening.
The Board expressly reserves the right to accept or reject any or all bids, or any part of any or all bids based on a lowest and best bid determination as well as Buyback Option, in the best interest of the Town. The Board reserves the right to waive informalities.
The Town reserves the right to utilize “anti-sniping” for reverse auctions. Anti-sniping is a tool that automatically extends the bid time for reverse auction by five (5) minutes if a vendor places a bid in the final five (5) minutes of the reverse auction. The anti-sniping effect will auto extend the reverse auction bid time any time a bid is placed in the last five (5) minutes
of the reverse auction and can auto extend the reverse auction multiple times until the bidding on the reverse auction ends.

Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
