REQUEST FOR PROPOSALS
 
Notice is hereby given that the following School Food Authorities (SFAs):
St. Charles Parish Public Schools, Tangipahoa Parish Public Schools, Livingston Parish Public Schools, Washington Parish Public Schools, St. Bernard Parish Public Schools, Bogalusa City Schools, NOLA Public Schools and St. Mary's Parish Schools will receive sealed proposals at St. Charles Parish School Board Office, Child Nutrition Department, 13855 River Road, Luling, LA 70070 until 9 a.m., Friday, January 13, 2023, for processing of USDA commodity beef, chicken, pork, turkey, eggs, cheese, tomato paste, pollock, flour, and dehydrated potatoes. All product manufacturers must have an approved contract for commodity processing by the Louisiana Department of Agriculture and Forestry, Food Distribution Division prior to submitting a proposal.
 
All proposals are required to be submitted by either certified or registered mail with a return receipt requested or hand-delivered at which time a receipt will be issued. UPS and Federal Express are acceptable. All proposals shall be  submitted in a sealed envelope clearly labeled on the outside COMMODITY PROCESSING PROPOSAL, January 13, 2023. Proposals will be opened and publicly acknowledged at the hour of 9 a.m. on Friday, January 13, 2023 in the Office of Child Nutrition, St. Charles Parish Public Schools, 13855 River Road, Luling, Louisiana.
 
No proposal will be accepted after the time of opening under any circumstances whatsoever.  It is the responsibility of the company submitting the proposal to see that the proposal is in the Office of Child Nutrition before the time of proposal opening.
 
Awards will be based on a variety of factors: processing fees, nutritional standards, finished yields per pound of commodity product, minimum drop requirements, and product acceptability. SFAs reserve the right to reject a proposal and to waive any informality whenever such action is in their best interest.

Hello, Do you accept e-signature/e-sign? Is there an estimated quantity for the line items? How and when will awards take place? Do you require all pages in the submittal? Will samples be requested if our brand is not listed for the item? If so, when/where will they be requested? How many servings will be requested? Thank you!

We do not accept e-signature/e-sign. There is not an estimated quantity per line item. Award / Regret letters will be mailed on or before March 31, 2023. Only the pages on which proposal are made, along with the signed last sheet of that product section need to be returned. As well as all required documents included and referenced in the RFP document. Samples will not be requested along with the RFP submission.

Do you mean for the whole of the 2023-2024 school year? If so, I cannot fully answer this question. This RFP is for a co-op of 8 different school districts, each with their own school calendar.

Are there any closures between now and the bid being due that would prohibit the bid from being received by the School board?

Our school board office is open Monday - Friday. There are no planned closures between now and January 13th, the date of the RFP opening.

For the Buy American Form, all of the products we are bidding are 95% produced in the US. Could we list all of our products into only the first cell or do you prefer that each product has its own row? Thank you!

Regarding the Buy American Provision Certification Form, if statement #1 is not applicable to your products, then you must check statement #2. You would then have to separately list each of the item that you are including in the proposal.
