Sealed bids will be received until the hour of 2:00 p.m., local time on October 18, 2016 in the Purchasing Department, Suite 4400, Jefferson Parish General Government Building, located at 200 Derbigny Street, Gretna, Louisiana, 70053, and publicly opened upon completion of administrative tasks for the following:
 
WILLOWBROOK DRIVE
DRAINAGE IMPROVEMENTS

The improvements consists of installation of a 40” x 65” RCPA from Surfwood Drive to Mt. Laurel Drive along Willowbrook Drive; and 40” x 65” RCPA & 36”x 58” RCPA along Mt. Laurel Drive from Willowbrook Drive to Oakwood Canal (outfall), including concrete headwall and riprap at the canal outfall, miscellaneous improvements to lateral drainage connections and replacement of disturbed street, driveways, sidewalks, utilities, and all work incidental thereto.
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. Each bid shall be enclosed in a sealed envelope showing the Proposal Number, and the name, address, and license number of the bidder. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid bond acceptable to the Owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the Owner as a guarantee that the bidder, if awarded the contract will promptly execute a contract in accordance with his proposal and all terms and conditions of the contract documents. Sureties for obtaining bonds must appear as acceptable on the U.S. Department of the Treasure Circular 570. If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copiers of any bid bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  A complete set of Contract Documents may be secured from Infinity Engineering Consultants, LLC, 2626 Canal Street, New Orleans, LA 70119, (Phone (504)304-0548, Fax (504)355-0265) by licensed contractors upon receipt of $90.00 per set. Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract.  Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
 
The Jefferson Parish Council reserves the right to reject all bids, and to reject bids for just cause, pursuant to the law.
A MANDATORY Pre-Bid Conference will be held at 10:00 a.m. on September 30, 2016, at the Jefferson Parish Purchasing Department, located at 200 Derbigny Street, Suite 4400, Gretna, 70053, Louisiana.  All bidders shall be present at the beginning of the Mandatory pre-bid conference and will be required to sign in and out as evidence of attendance. In accordance with LSA R.S. 38:22212(I), all prospective bidders shall be present at the beginning of the Mandatory pre-bid conference and remain in attendance for the duration of the conference. Any prospective bidder who fails to attend the conference or remain for the duration shall be prohibited from submitting a bid for the project.
 
Other than as provided in LSA-R.S. 38:2214, no bidder may withdraw a bid within 45 calendar days after the actual date of opening.
 
The successful bidder shall begin mobilization and procurement of materials within 10 days of the receipt of the Notice to Proceed.
 
Attention of Bidders is particularly called to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11426, Section 503, Section 504 and all applicable laws and regulations of the Federal Government and the State of Louisiana and bonding and insurance requirements.
 
All bidders must submit executed copies of Section 3 Certification Compliance Packet which includes Contractor’s Section 3 Compliance Certification, Permanent Employee List, Contractor/Subcontractor Workforce Analysis Form, Section 3 Request for Contractor/Subcontractor Debarment Clearance, and Section 3 Bid Announcement documents with bid submission.   Failure to provide said information and documentation with bid submission shall be grounds to declare the bid non-responsive.
