The Parish of Jefferson is hereby soliciting the submittal of Statement of Qualifications from individuals or firms interested in serving as Investment Manager for Jefferson Parish Hospital Service District No. 2 by actively trading the portfolio within the District’s Investment Policy guidelines and Louisiana state law.
 
These funds consist of one account with a market value of approximately $52,000,000 and the allocation of these funds will consist of approximately 12 Treasury and Agency Securities, and 10 Municipal and/or Corporate bonds (both taxable and tax exempt). The Investment Manager will be responsible for compliance with state law and internal investment guidelines and, if applicable, various bond indenture covenants of the District.

The following criteria shall be used to evaluate each individual or firm submitting a Statement of Qualifications:
 
1)   Experience in and understanding of investment management. (Maximum points awarded shall be 25 points).
2)   Professional training and experience of the individuals or firms assigned to the project, generally and in relation to the subject matter expertise required for the project. (Maximum points awarded shall be 25 points).   
3)   Past and current accomplishments, for which references from clients or former clients and information gathered by inspection of current or recent projects may be considered. (Maximum points awarded shall be 10 points).   
4)   Past performance by individual or firm on public sector projects. (Maximum points awarded shall be 10 points).   
5)   Past performance by individual or firms on similar-sized private sector projects. (Maximum points awarded shall be 10 points).
6)  A suggested fee schedule relative to the services to be used for negotiation purposes. (Maximum points awarded shall be 10 points).
7) Verification that individual or firm is a Securities and Exchange Commission (SEC) Registered Investment Advisor. (Maximum points awarded shall be 5 points).
8)   Errors & omissions insurance in effect at the time of submission and adequate financial resources to fund potential obligations resulting from malfeasance, inappropriate conduct, and negligence. (Maximum points awarded shall be 5 points).

Submissions are to be submitted on the eProcurement site at www.jeffparishbids.net.
 
These submissions will only be accepted electronically via the Parish’s e-Procurement system, Central Bidding.  Central Bidding can be accessed by visiting either www.centralauctionhouse.com or www.jeffparishbids.net. All vendors will be required to register with Central Bidding. Jefferson Parish vendors are able to register for free by accessing the following link: www.centralauction.house.com/registration.
 
No submittals will be accepted after the deadline.
 
Affidavits are not required to be submitted with the Statement of Qualifications (Jefferson Parish Professional Services Questionnaire) but shall be submitted prior to contract approval.
 
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial District Court.
