Was the backflow damaged by freeze? May need new backflow. Should bid include new check valves or replace rubbers only? If main case froze rebuild may not work. Rebuild would be at risk that it may have other issues. Relief valve is exposed to atmosphere it could have been freeze damaged? Replacing the existing insulation will be done every time the valve needs to be serviced, a insulated enclosure is best recommendation. There are alot of variables a clear scope of work would be nice so everyone will be bidding on the same thing with out surprises once the valve is taken apart.
