IMPORTANT ANNOUNCEMENTS

Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with SOQ submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each SOQ package. Vendors should continue to carefully read and respond accordingly per the requirements of the SOQ packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. Question 1: Are images of past work acceptable as an attached document to Section K of the questionnaire? Answer 1: Yes. Question 2: For the Length of Services section, is date of completion acceptable or do you require how long it took to complete each project? Answer 2: Both must be provided with the SOQ submittal, the length of the project and the date the project was completed. Question 3: On the project description document, a number of criteria are listed. Are all of the elements required at this time, such as the Statement of the Artistic Conception and Graphic Representation? What exactly is required at this time? Answer 3: Yes. All elements are required to be submitted with the SOQ when it is submitted on April 21, 2023. Question 4: Do you need references at this time in addition to those listed in Section K of the questionnaire? Answer 4: Yes. References must be provided with the SOQ when it is submitted on April 21, 2023.

If the artwork requires a pedestal, should the pedestal be included in the artist's proposal and budget?

Question: Should I include all installation costs in the budget? Not sure how much the parish can contribute to the install? Answer: Yes. The installation should be included in the cost.

Question: If the artwork requires a pedestal, should the pedestal be included in the artist's proposal and budget? Answer: The cost of the pedestal will not be included in SOQ 23-009; the pedestal will be included in a separate project. Question: I have a number of followup questions. Please clarify the answer to the previous question 3: Is a full proposal required at this time? Answer: Yes Is a graphic representations of the sculpture required at this time? Answer: Yes Are drawings and/or images that convey the proposer’s concept in the context of the site? Answer: No Is a cost break down required at this time? Answer: Yes Is a proposed project schedule required at this time? Answer: Yes Are site images and drawings available? Answer: Refer to Section 1. General – includes size and location the sculpture will be located.

Question: Does the sculpture need to be stamped by a structural engineer verifying that it can withstand hurricane force winds? Answer: Yes. The sculpture should withstand hurricane force winds.
