REQUEST FOR PROPOSALS
Proposals will be received on July 22, 2025 by the Terrebonne Levee and Conservation District (TLCD), at the office of the TLCD, located at; 220A Clendenning Road, Houma, Louisiana 70363 until 10:00 A.M. CST as shown on the TLCD Conference Room Clock.
Each proposal shall be either hand delivered by the proposer or his agent in which instance the deliverer shall be handed a written receipt, or such bid proposer be sent by registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Proposals shall not be accepted or taken, including receiving any hand delivered proposals, on days which are recognized as holidays by the United States Postal Service.

No proposal received after the scheduled time for opening will be considered. Failure of the U.S. Mail to deliver the proposals timely shall not be considered due cause for the scheduled time of the proposal opening to be extended.
Request for Proposal Documents are on file at the office of Delta Coast Consultants, LLC and may be obtained by prospective proposers free of charge. Prospective Bidders must provide a Contractor’s License in order to receive CD. Please contact Benjamin Elliott, P.E., at 985-655-3100 with regard to the proposal documents.

Project Name: TLCD - YEARLY MAINTENANCE
AND SERVICE CONTRACT
Project Description: The Terrebonne Levee and Conservation District (TLCD) is requesting proposals from qualified Contractors to provide repair, service and/or maintenance work to existing levees or other adjacent infrastructure as required by TLCD being available twenty-four (24) hours per day, every day during the term of the contract. Such work may include, but is not limited to levee repairs, street repairs, supply and installation of sandbags, supply and install aggregates, utility line repairs, pump station repairs/maintenance, equipment operation, borrow pit operations, and any other requirements as identified by TLCD.
Proposals received prior to the time of the scheduled proposal opening will be securely kept unopened. No proposal received after the scheduled time for opening will be considered. Proposers are cautioned to allow ample time for transmittal of proposals by mail or otherwise. Proposers are urged to secure information relative to the probable time of arrival and distribution of mail at the place where the proposals are to be opened. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the proposals timely shall not be considered due cause for the scheduled time of the proposal opening to be extended. Proposals must be submitted on the Proposal Form furnished with the Request for Proposals. Proposal sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to submit shall include their Louisiana Contractor’s License Number as evidence that they hold a license of the proper classification that is in full force and effect.
Contractor Classification: CLASS III – Heavy Construction, or
CLASS II - Highway, Street, and Bridge Construction
If someone other than a corporate officer signs for the Proposer/Contractor, the proposer shall include a copy of a corporate resolution, signature authorization, or any other evidence considered by TLCD in its sole discretion to be sufficient to establish the authority of the signer to submit the proposal on behalf of the Proposer/Contractor. Failure to include a copy of the appropriate signature authorization may result in the rejection of the proposal.
Successful proposers must register with the Terrebonne Parish Sales and Use Tax Department for use tax purposes.
The Terrebonne Levee and Conservation District (TLCD) reserves the right to reject any and all proposals.
