Sealed Bids will be received in the West Bank Purchasing Department, Suite 4400, Jefferson Parish General Government Building, 200 Derbigny Street, Gretna, LA 70053 until 2:00 pm, July 31, 2018, and publicly opened thereafter. At no charge, bidders may submit via Jefferson Parish’s electronic procurement page by visiting www.jeffparishbids.net to register for this free site. For convenience, bidders may also submit bids in the East Bank Purchasing Department, Suite 404, Jefferson Parish Joseph S. Yenni Building, 1221 Elmwood Park Blvd., Jefferson, LA 70123. However, if submitting bids on the day of bid opening, bidders must submit at the West Bank location only.  All bids will be publicly opened at the West Bank location at 2:00 pm for the following project: 
 
This project consists of the installation of new drainage culvert system for the Canal 10 drainage crossing at West Esplanade Avenue.   There are Base Bid items, but no Alternate Bid Items; Base bid includes removal of an existing 96” equivalent RCPA culvert and installation of two (2) 6.0’ Concrete Box Culverts with Wingwall end treatments, and installation of a cast in place concrete Catch Basin to connect existing sub surface drainage.   Project includes excavation and fill operations to install culvert base material, re-routing of a sewer force main, and installation of new waterline crossing.  Temporary shutdowns of existing utilities will be required and shall be coordinated for minimal impact to the existing utilities servicing the community. Project requires total removal and replacement of the West Esplanade Avenue traveling surface, curb systems, existing surface drainage inlets, with removal and replacement of intersecting driveways.   Routing of traffic through the project site will require installation and removal of a temporary roundabout within the median of West Esplanade Avenue.     
 
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders must show the Bid Proposal Number on the outside of their bid envelope and on the bid proposal. Late bids will not be accepted.
 
Each Bid must be accompanied by certified check, cashier’s check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner. If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
 
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  A complete set of Contract Documents may be secured from All South Consulting Engineers 652 Papworth Ave. Metairie, LA 70005 (PHONE 504-322-2783), (FAX 504-322-2787) by licensed contractors upon receipt of $150.00 per set. Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
 
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract. Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
 
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law. Jefferson Parish and its partners as the recipients of federal funds are fully committed to awarding a contract(s) to firm(s) that will provide high quality services and that are dedicated to diversity and to containing costs. Thus, Jefferson Parish strongly encourages the involvement of minority and/or woman-owned business enterprises (DBE’s, including MBE’s, WBE’s and SBE’s) to stimulate participation in procurement and assistance programs.
 
 
All prospective bidders are invited to attend the non-mandatory pre-bid conference which will be held at 10:00 a.m., on July 16, 2018 in the Jefferson Parish Purchasing Department located at 200 Derbigny Street, Suite 4400, Gretna, LA  70053.  However, failure to attend the pre-bid conference shall not relieve the bidder of responsibility for information discussed at the conference.  Furthermore, failure to attend the pre-bid conference and inspection does not relieve the successful bidder from the necessity of furnishing materials or performing any work that may be required to complete the work in accordance with the specification with no additional cost to the owner.
