Emergency Road and Bridge Repair Fund
Project No. ERBR-18(03)
 
The Forrest County Board of Supervisors will receive bids for the East Hardy Street / Main Street Petal Bridge Replacement for a total project length of 0.909 miles, Emergency Road and Bridge Repair Fund Project No. ERBR-18(03) no later than 10:00 a.m., Local Time, December 10, 2020, at the Forrest County Courthouse located at 641 Main Street, Hattiesburg, Mississippi. All bids so received will be publicly opened and read aloud.
The work shall consist essentially of the following items:
The construction of approximately 3,800 linear feet of East Hardy Street and Main Street (Petal) as a 2-lane boulevard with a center median or continuous center turn lane, curb and gutter, a 12 foot wide, 4 inch thick, concrete multi-use path along the north side of the road; and the construction of a new bridge with a length of approximately 980 feet, a width of 42 feet, a continuous steel girder main span with a length of 500 feet and a maximum span of 300 feet, concrete girder approach spans with a maximum span of 100 feet, concrete columns, steel piles, and concrete pile caps.  All other related items of work required to complete the project as shown and specified in the Contract Documents.
The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
The Board of Supervisors of Forrest County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Shows, Dearman and Waits, Inc., 301 2nd Avenue, Hattiesburg, MS 39401.Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Forrest County Board of Supervisors as bid security. Bidders shall also submit a current financial statement, if requested by the County. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.

For hard copy bids the proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the Forrest County Purchasing Clerk, 641 Main St., Hattiesburg, Mississippi prior to the hour and date above designated. No stripped bids will be accepted.
Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.

TO: ssmith5360 FROM: Nicholas Connolly, SDW Engineers The approval from the US Fish and Wildlife Service includes a statement that any temporary work bridge be constructed on pilings so flow is not impacted. We interpret that to mean that a riprap low water crossing is not allowed.
