                                                                NOTICE TO BIDDERS
Notice is hereby given that sealed quotes will be received by the Ascension Parish Government at the Ascension Parish Government Purchasing Office, 615 E. Worthey Street, Gonzales, Louisiana 70737 (mailing address PO Box 2392, Gonzales, LA 70707-2392) until, July 11, 2017, at 4:00 p.m. local time for the following: 
Quotes received after the above-specified time shall not be considered and shall be returned unopened to the sender.
The work shall consist of, but not limited to, the demolition of all structures including driveways, slabs, sidewalks, fencing, underground piping, septic; debris removal; back-fill low-lying areas to prevent water from pooling; and grade to enable proper drainage; and provide DEQ clearance.
Project requires Environmental Inspection Report to determine the presence of asbestos.  All asbestos detected must be removed following federal and state standards. A final Environmental Clearance Report is required before beginning demolition. If asbestos removal is required, additional funds will be allowed, not to exceed $6,000 and added to the contract amount as a change order to the original bid.
Specifications may be obtained at the Ascension Parish Government, Purchasing Department located at 615 E. Worthey Street, Gonzales, Louisiana.  Electronic Bids are accepted at Central Bidding.  Central Bidding can be accessed at “Official” Bid Documents are available at Central Bidding. A Non-Mandatory Pre-Quote Conference will be held at ten o’clock a.m. (10:00) on June 27, 2017 at Ascension Parish Public Works Offices, at 42077 Churchpoint, Gonzales, Louisiana 70737. 
Contractors or contracting firms submitting quotes shall certify that they are licensed contractors under Title 37:2175.2 of the Louisiana Revised Statutes of 1950 and show their license number on the front of the sealed envelope in which their bid is enclosed.  Contractors shall be licensed for the classification of Residential Building Contractor.   Quotes not submitted in accordance with this requirement shall be rejected and shall not be read.  Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana.
The Ascension Parish Government strongly encourages the participation of DBEs (Disadvantaged Business Enterprise) in all contracts or procurements let by the EACGDD#1 for goods, services, labor, and material.  To that end, all contractors and suppliers are encouraged to utilize DBEs in the purchase or sub-contracting of materials, supplies, services and labor and material in which disadvantaged businesses
For each contract in excess of twenty-five thousand dollars per project, the public entity shall require of the contractor a bond with good, solvent, and sufficient surety in a sum of not less than fifty percent of the contract price for the payment by the contractor or subcontractor to claimants as defined in R.S. 38:2242.
NOTE:  Ascension Parish Government requires a one-hundred percent performance bond for all public works contracts.
The Parish of Ascension reserves the right to disqualify any Bid, response to a Request for Qualifications, or Request for Proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana.
Quotes will be evaluated by the Purchaser based on the lowest responsible quote submitted which is also in compliance with the specifications.  Ascension Parish Government reserves the right to reject any and all bids or any portions thereof, to waive informalities and to select the material that best suits its needs.
