Sealed Bids will be received in the West Bank Purchasing Department, Suite 4400, Jefferson Parish General Government Building, 200 Derbigny Street, Gretna, LA 70053 until 2:00pm, on March 9, 2017 and publicly opened thereafter.  At no charge, bidders may submit via Jefferson Parish’s electronic procurement page by visiting www.jeffparishbids.net to register for this free site.  For convenience, bidders may also submit bids in the East Bank Purchasing Department, Suite 404, Jefferson Parish Joseph S. Yenni Building, 1221 Elmwood Park Blvd., Jefferson, LA 70123.  However, if submitting bids on the day of bid opening, bidders must submit at the West Bank location only.  All bids will be publicly opened at the West Bank location at 2:00pm for the following project:
 
EMERGENCY REPAIR AND/OR REPLACEMENT OF WEST BANK JEFFERSON PARISH TRAFFIC SIGNAL SYSTEMS DAMAGED AS A RESULT OF A NATURAL DISASTER OR OTHER STATE OF EMERGENCY    -  PUBLIC WORKS PROJECT NO. 2017-002B-TR
 
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  All bidders must show the Bid Proposal Number on the outside of their bid envelope and on the bid proposal.  Late bids will not be accepted.
 
Each Bid must be accompanied by certified check, cashiers check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner.   If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House.    No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
 
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  A complete set of Contract Documents may be secured from the same office (Phone: 504-364-2678) by licensed contractors upon receipt of $25.00 per set, (Company Check or Cashier’s Check).  Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
 
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract.  Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
 
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law.  Jefferson Parish and its partners as the recipients of federal funds are fully committed to awarding a contract(s) to firm(s) that will provide high quality services and that are dedicated to diversity and to containing costs.  Thus, Jefferson Parish strongly encourages the involvement of minority and/or woman-owned business enterprises (DBE’s, including MBE’s, WBE’s and SBE’s) to stimulate participation in procurement and assistance programs.
 
All prospective bidders are invited to attend the non-mandatory pre-bid conference which will be held at 9:00 am on February 24, 2017 at the General Government Building located at 200 Derbigny Street, Suite 4400, Gretna, LA 70053.  However, failure to attend the pre-bid conference shall not relieve the bidder of responsibility for information discussed at the conference.  Furthermore, failure to attend the pre-bid conference and inspection does not relieve the successful bidder from the necessity of furnishing materials or performing any work that may be required to complete the work in accordance with the specification with no additional cost to the owner.

Additional Notes/Requirements
A requirement of this bid is instruction number 11 – 5 percent bid surety. The 5 percent bid surety must be in the original format of a bid bond, cashier’s check or a certified check with bid response submission. If you are submitting via electronically through our on-line bidding site, Central Bidding, you will need to follow the directions within the site and submit the bid bond through one of the clearing houses associated with Central Bidding. No scanned copy of a bid bond nor a check will be accepted. The bid response must be received either manually, in a sealed envelope with the original bid surety and the original signed bid form or electronically (Central Bidding) with verified bid surety to Jefferson Parish Purchasing Department on the date and time indicated on the bid form.
